The General Government Committee, having reviewed Miscellaneous Resolution
#03301 on October 20, 2003, reports with a recommendation that the resolution be
adopted.

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER
TOWNSHIP OF WATERFORD - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Charter Township
of Waterford has submitted a resolution of authorization to the County
for reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for the Charter
Township of Waterford is $27,820.13 from the West Nile Virus Fund as
repayment to the Charter Township of Waterford for expenses incurred in
connection with mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Charter Township of
Waterford as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $27,820.13 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Charter Township of
Waterford for expenses incurred in connection with the mosquito control
project, once proper invoices are presented.

RE: West Nile Virus Fund Reimbursement Request
Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioner Miscellaneous (MR) 03060, the
Charter Township of Waterford hereby requests reimbursement under Oaldand County's
West Nile Virus Fund Program for expenses incurred in connection with an eligible
mosquito control activity by our Township.
In support of this request are the following:
1. PROJECT DESCRIPTION
Personal Mosquito Protection Measures /Activities
A Township wide informational flier was mailed out with the
water bill for the months of August, September and October. By
the end of these billing cycles, it will have reached the majority of
the resident of the Township. Printing provided by Lasertec.
Cost: $800.00
Mosquito monitoring, trapping and testing performed by Advanced
Pest Management, consisting of 23 CDC dry ice bated traps @
$200.00 each.
Cost: $4600.00
Senior citizen screen replacement program, which provided free
screen replacement to damaged or distressed screens to reduce the
chances of mosquitoes entering the home. Provided by Jim's True
Value Hardware.
Cost: $112.40

Mosquito Larviciding
Catch basin treatment performed by Advanced Pest Management,
consisting of the treatment of 934 basins @ $6.00 per basin.
Cost: $5604.00
Administrative Expenses
In house and field work provided by Township staff for 60 hours
@ $30 per hour.
Cost: $1800.00
TOTAL REIMBURSMENT REQUEST: $12,916.40
2. GOVERNING BODY RESOLUTION
Attached you will find the Resolution passed by Waterford Township's
Board of Trustees on May 13, 2003.
3. EXPENSE INVOICES
Attached you will find the invoices reflecting Waterford Township's
expenses for which reimbursement is being sought.
The Charter Township of Waterford understands that the review processing of this
reimbursement request will be governed by the provisions of MR 03060, and certifies
that all expenses submitted for reimbursement were incurred in connection with a
qualifying mosquito control project.

RESOLUTION AUTHORIZING THE USE OF ADVANCED PEST MANAGEMENT TO
ASSIST IN THE PREPARATION OF AN ENVIRONMENTAL MOSQUITO
MANAGEMENT PROGRAM
WHEREAS, the presence of West Nile Virus has been confirmed in the Township and
surrounding communities within Oakland County; and
WHEREAS, the Oakland County Board of Commissioners has enacted Miscellaneous
Resolution # 03060 allocating funds to help combat West Nile Virus; and
WHEREAS, the Township has been allocated $27,802.13 by the aforementioned
Miscellaneous Resolution # 03060; and
WHEREAS, the Township desires to implement a Environmental Mosquito Management
Program to decrease the potential of residents contracting West Nile Virus; and
WHEREAS, implementation of an Environmental Mosquito Management Program
requires specialized knowledge and equipment not currently available within the
Township;
NOW,,THEREFORE, BE IT RESOLVED that the Building and Engineering Department,
under the direction of the Township Supervisor, is authorized to utilize the services of
Advanced Pest Management, located in Fenton, Michigan, to assist in the preparation
and implementation of an Environmental Mosquito Management Program, and
BE IT FURTHER RESOLVED that all costs associated with the work performed by
Advanced Pest Management will be submitted for reimbursement to the Oakland County
Board of Commissioners in accordance with their Miscellaneous Resolution # 03060.

Advanced Pest Management of Fenton, Michigan for mosquito control in the Township.

Below, please find the administrative costs incurred with regards to the Waterford
Township West Nile Virus protection program for 2003:
June - 10 hours @ $30 per hour = $300
July - 20 hours @ $30 per hour = $600
August - 20 hours @ $30 per hour = $600
September - 10 hours @ $30 per hour = $300
A total of $1800,is being requested for reimbursement, in accordance with Miscellaneous
Resolution #03060 enacted by the Oakland County Board of Commissioners

Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funding of $27,820.13 is available in General Fund (account
2853-16001) to reimburse the Charter Township of Waterford
for this project; no additional appropriation is required.
2. The Committee recommends adoption of this resolution.
