TOWNSHIP OF INDEPENDENCE - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Charter Township
of Independence has submitted a resolution of authorization to the
County for reimbursement of expenses incurred in connection with an
eligible mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for the Charter
Township of Independence is $15,232.31 from the West Nile Virus Fund as
repayment to the Charter Township of Independence for expenses incurred
in connection with mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Charter Township of
Independence as eligible for reimbursement from the West Nile Virus
Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $15,232.31 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Charter Township of
Independence for expenses incurred in connection with the mosquito
control project, once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

I am in receipt of a West Nile Virus fund reimbursement from the Charter
Township of Independence dated August 6, 2003. After having reviewed their
documentation. I find them in compliance with Oakland County Board of
Commissioners Miscellaneous Resolution 03060 and in compliance with the four
major categories for reimbursement. This letter will, therefore, certify that all
expenses submitted for reimbursement to date are for qualifying mosquito control

Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioners' Miscellaneous Resolution
(MR) 03060, the Charter Township of Independence hereby requests reimbursement
($15,232.31) under Oakland County's West Nile Virus Fund Program for expenses
incurred in connection with an eligible mosquito control activity by our Township.
Attached in support of this request are the following:

3. Expense Invoice
The Township understands that the review and processing of this reimburse-
ment request will be governed by the provisions of MR 03060, and certifies that all
expenses submitted for reimbursement were incurred in connection with a qualifying
mosquito control project.

Charter Township of Independence
The West Nile Virus Abatement Program Purpose and Scope.
The purpose of the program is to perform a preventative treatment program to assist locally
in the control and proliferation of the culex mosquito linked to the spread of the West Nile
Virus. Listed below are the parameters being used to determine the treatment application
area and type of treatment.
The following areas were targeted to determine where the Abatement program would be considered
for application:
• MDOT or RCOC road right-of-way
• Subdivision that does not have an Association
• Township Properties
The following facilities were targeted for applications:
• Catch basin
• Green belt catch basin
• Leaching basin
• Open ditch with standing water
• Detention / Retention ponds with standing water
• Basin control structures or outlet structures
The following parameters were used to determine which product, VectoLux, "bag" or the Altocide
bar would be used:
• Time. If the there is sufficient amount of mosquito season remaining, the bars were used
because they last for 90 days. If less, then the bags were used because they last 30 days.
• If a catch basin or leaching basin is full of dirt, then a bag was put in and RCOC notified to
have the basin cleaned. When cleaned, RCOC would notify us so that we could apply the
abatement program.
• Ditches that may have seasonal standing water or wet time periods get the bag application.

RESOLUTION
AUTHORIZING WEST NILE VIRUS FUND
EXPENSE REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of
Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages
and townships in addressing mosquito control activities; and
WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages
and townships to apply for reimbursement of eligible expenses incurred in connection with personal
mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused
adult mosquito insecticide spraying in designated community green areas; and
WHEREAS, the Charter Township of Independence, Oakland County, Michigan, has incurred expenses in
connection with mosquito control activities believed to be eligible for reimbursement under Oakland
County's West Nile Virus Fund Program;
NOW, THEREFORE, BE IT RESOLVED that this Board authorizes and directs its Supervisor, as agent for
the Charter Township of Independence, in the manner and to the extent provided under Oakland County
Board of Commissioners' Miscellaneous Resolution 03060, to request reimbursement of eligible mosquito
control activity under Oakland County's West Nile Virus Fund Program.
I, Joan E. McCrary, the duly elected Clerk for the Charter Township of Independence, do hereby certify that the
foregoing is a true and correct copy of a resolution adopted by the Township Board on August 5, 2003.

Many people live in Northwest Oakland
County because of its great beauty, open
spaces, and recreational opportunities. Well,
West Nile Virus is not a reason to avoid en-
joying our beautiful outdoors this summer.
There are many things you can do to help
protect you and your family from this disease.
So read on to learn how you can keep mos-
quitoes, and the virus, at bay.
Fact 1: West Nile Virus is a
Virus Spread Through Mos-
quito Bites
First, let's talk about West Nile Virus (VVNV),
and how it is spread to people. West Nile
Virus is spread to humans by the bite of an
infected mosquito. The mosquito becomes
infected by biting a bird that has the virus.
Most people who have been infected show no
symptoms or have mild flu-like symptoms.
However, the symptoms in some people can
be serious, or even fatal.
The Centers for Disease Control and
Prevention (CDC) reports that less than I% of
people infected with WNV will develop a severe
illness. Relatively few children have been reported
with severe WNV disease. Those most likely to
become seriously ill are people over 50 years old.
Currently, it is unknown if those with weakened
immune systems are at greater risk, and there is
no evidence that WNV is spread from person to
person, or from animal to person.
There are many species of mosquitoes living in
Michigan. But the main culprit in transmitting the
virus is the Culex, or Northern House Mosquito,
which mainly thrives in more built-up areas. They
live in these areas because they prefer to breed in
sewer drains, catch basins, settling ponds, and the
like. They also like to breed in small amounts of
water. The Culex adult females primarily bite birds,
which are a host for the virus.

Protect Yourself
and Your Family
From WHY
There are a number of things
you can do to reduce your
exposure to mosquito bites.
Make sure to use these meth-
ods when you are outdoors
at dawn or dusk when mos-
quitoes are most active, or in
shady or wooded areas where mosquitoes tend to
congregate:
• Wear long-sleeved shirts and long pants outdoors.
• Use Insect repellant containing no more than 35%
DEET (N, N-diethyl-m-toluamide). Follow the
directions on the package. Be sure not to use
any DEET products on children under age 2. For
kids ages 2 — 12, use repellants sparingly that
contain only 10% DEET. The CDC has lots of
Information on their website (www.cdc.gov)
about the effectiveness and safety of DEET.
Fact 3: There are Things You
Should Do
Around Your
House to Reduce
Mosquitoes
The Culex mosquitoes are
generally weak flyers. The
short fly range of this mos-
quito species makes it more
important that you eliminate
breeding sites in your yard. So, here are some
Important ways that you can reduce the mos-
quito population around your neighborhood:
• Clean-up anything on your property that could
hold standing water. Something as small as
a bottle cap can breed mosquitoes. Look
around for buckets, toys, wheelbarrows,
tire swings, kiddie pools, tarps, flower pots,
or anything else that can hold water. Check
around your yard after every rain, and if
water is found, dump it out!
• Clean out your gutters so no water stands in
the gutter or downspout.
• fix dripping outdoor faucets.
• Change standing water such as bird baths,
rain barrels, and pet water bowls at least
twice a week. The water-borne stage of
the Culex mosquito life-cycle is over a week
under optimal conditions.
• Be sure your window and door screens are
secure and free of tears.
