Resolution #03248 September 4, 2003 MISCELLANEOUS RESOLUTION #03248 - BY : Martin J. Knollenberg, District #13, Charles E. Palmer, District #19, Chuck Moss, District #20, and George W. Suarez, District #24 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF TROY - FISCAL YEAR 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Troy has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2003 authorized amount of funding for theCity of Troy is $30,057.91 from the West Nile Virus Fund as repayment to the City of Troy for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Troy as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2003 appropriation in the amount of $30,057.91 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Troy for expenses incurred in connection with the mosquito control project, once proper invoices are presented. Chairperson, I move the adoption of the foregoing resolution. The Chairperson referred the resolution to the General Government Committee and Finance Committee. Attached in support of this request are the following: 1. Attachment A — Project Description 2. Attachment B — City Council Resolution # 2003-04-179-E-30 3. Attachment C — Expense Invoices The City of Troy understands that the review and processing of this reimbursement request will be governed by the provisions of MR 03060 and certifies that expenses submitted for reimbursement were incurred in connection with a qualifying mosquito control project. Real Estate & Development 524-3498 Treasurer 524-3334 Cc: Jeff Biegler — Superintendent of Parks General Information 524-3300 I ATTACHMENT A In response to the threat of West Nile Virus, the City of Troy has instituted the following mosquito control program for 2003: As of 7-24-03 1. 6500 storm drain sumps, located in subdivisions, were treated with the larvicide Altoside 150 day briquettes. One time treatment Was completed June 6, 2003. (see Tr-County Pest Control invoice) 2. For the first time in ten years the City has re-evaluated the treatment of open drains and City owned water retaining detention ponds. After on site surveys of all the City's open drains and retention ponds by DPW staff, four detention ponds and portions of seven drains were selected and treated with the larvicide Vectolex CG. First treatment was June 23, 2003; second and final treatment was complete July 23, 2003. (see Advance Pest Management invoice) • 3. All open drains and detention ponds that were treated with larvicide received a ULV application of Anvil 2+2. First treatment was made 6-23, 2003, with additional treatments schedule for every thirty days through August. (see Advance Pest Management invoice) • 4. All City Parks (16 total, 578.7 acres) were surveyed by Advance Pest Management. All areas found to be mosquito breed sites were larvicided (10 acres required treatments) with Vectolex CG. First treatment was made 6-23, 2003; second and final treatment was made 7-23,2003. (see Advanced Pest Management invoice) 5. All City Parks catch basins were treated with Altoside RX briquettes. One time treatment was completed 6-23, 2003. (see Advance Pest Management invoice) • 0 6. Excluding Outdoor Educational Center, all City Parks received a ULV application of \4,4 Bio-Mist 3+15. First treatment made 6-21 through 6-23, 2003. Additional treatments scheduled for every thirty days through August.
