Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#03250 on September 10, 2003, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE
OF LAKE ORION - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the'spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Village of Lake
Orion has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for the Village
of Lake Orion is $1,031.78 from the West Nile Virus Fund as repayment
to the Village of Lake Orion for expenses incurred in connection with
mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Village of Lake
Orion as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $1,031.78 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Village of Lake Orion for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.
The Chairperson referred the resolution to the General Government Committee and Finance Committee.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from the Village
of Lake Orion dated July 30, 2003. After having reviewed their documentation, I
find them in compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 03060 and in compliance with one of the four major
categories for reimbursement. Currently, no invoices have been submitted for
reimbursement. It should be noted that the only allowable item will be for
larvaciding of catch basins. Bat houses and Purple Martin houses do not qualify.

RE: West Nile Virus Fund Reimbursement Request
Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR)
03060, the Village of Lake Orion hereby requests reimbursement under Oakland
County's West Nile Virus Fund Program for expenses incurred in connection with an
eligible mosquito control activity by our Village.
Attached in support of this request are the following:
1. ATTACHMENT A: PROJECT DESCRIPTION
2. ATTACHMENT B: GOVERNING BODY RESOLUTION
3. ATTACHMENT C: PROJECT INVOICE DECLARATION
The Village of Lake Orion understands that the review and processing of any
reimbursement requests will be governed by the provisions of MR 03060, and certifies
that all expenses submitted for reimbursement will be directly related to and in
' connection with a qualifying mosquito control project.

Attachment A
Project Description
The Village of Lake Orion proposes to use a variety of methods to help control the mosquito
population in this area. Those methods are:
* Larvacide placement in storm drains and other appropriate areas
* Purple Martin houses placed where there is open areas near bodies of water
* Bat houses placed in appropriate areas per recommendation of experts in this area
The estimated cost of this program is $1,000.00 to 1,500.00 depending on the number of
Purple Martin and bat houses that are obtained and placed in appropriate locations.

WHEREAS, upon the recommendation of the Oakland County Executive, the Oaldand County Board of
Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities,
villages and townships in addressing mosquito control activities; and
WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages,
and townships to apply for reimbursement of eligible expenses incurred in connection with personal
mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused
adult mosquito insecticide spraying in designated community green areas; and
WHEREAS, the Village of Lake Orion, Oakland County, Michigan has incurred and/or will incur expenses in
connection with mosquito control activities believed to be eligible for reimbursement under Oakland
County's West Nile Virus Fund Program,
NOW THEREFORE BE IT RESOLVED that the Village Council of the Village of Lake Orion authorizes
and directs its Village Manager as agent for the Village of Lake Orion in the manner and to the
extent provided under Oakland County Board of Commissioners Miscellaneous Resolution 03060
to request reimbursement of eligible mosquito control activity under Oakland County's West Nile
Virus Fund Program.
The Village proposes to use larvicide and natural control measures through providing purple martin
houses and bat houses in appropriate green areas within the Village.
Motion by Council Member Van Portfliet, seconded by Council Member Patton and Adopted.
AYES: 6; NAYS: 0; ABSENT: 1 (Hollenbeck).

Project Invoices
At this time the Village of Lake Orion has not been invoiced for the materials being
obtained. A copy of these invoices along with a request for reimbursement will be forwarded
to the County in the near future.

OF LAKE ORION - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funding of $1,031.78 is available in the West Nile Virus
Fund for FY 2003 to reimburse the Village of Lake Orion for
this project; no additional appropriation is required.
2. The Committee recommends adoption of this resolution.
