Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#03215 on August 25, 2003, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF
NORTHVILLE - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of
Northville has submitted a resolution of authorization to the County
for reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for the City of
Northville is $1,191.09 from the West Nile Virus Fund as repayment to
the City of Northville for expenses incurred in connection with
mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Northville
as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $1,191.09 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the City of Northville for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.
Chairperson, I move the adoption of the fqregoing resolution.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from the City of
Northville dated July 23, 2003. After having reviewed their documentation, I find
them in compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 03060 and in compliance with the four major categories
for reimbursement. At this time, however, they have not submitted required
invoices for services rendered. Should you have any questions, please direct them

Re: Oakland County West Nile Virus Fund
Dear Mr. Soave:
Please accept this letter as the City's official request for pre-authorization of the City of Northville's
mosquito control program. The City of Northville intends to utilize the money allocated by the Oakland
County Board of Commissioners for this purpose. The City has a two step plan to address West Nile Virus
concerns. This program has been approved by the Northville City Council.
Attached, please find a project description which explains Northville's program, along with a copy of the
City Council's resolution authorizing participation in Oakland County's West Nile Virus Fund Program.
It is the City's intent use the allocated funds provided to Northville for mosquito control as allocated by the
Oakland County Board of Commissioners. As expenses are incurred, the City will submit to your office
copies of paid invoices, which we respectfully request that you process for reimbursement up to the
allocated amount.

- RESOLUTION -
A resolution authorizing an Oakland County
West Nile Virus Fund Expense Reimbursement Request
Whereas, upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established a West Nile Virus Fund Program to
assist Oakland County cities, villages and townships in addressing mosquito control
activities; and
Whereas, Oakland County's West Nile Virus Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses
incurred in connection with personal mosquito protection measures/activity, mosquito
habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying
in designated community _great.) areas; and
Whereas, the City of Northville, Oakland County Michigan has incurred expenses in
connection with mosquito control activities believed to be eligible for reimbursement
under Oakland County's West Nile Virus Fund Program.
Now therefore be it Resolved, that the Northville City Council authorizes and directs
its Public Works Director, James Gallogly as agent for the City of Northville, in the
manner and to the extent provided under Oakland County Board of Commissioner
Miscellaneous Resolution 03060, to request reimbursement of eligible mosquito control
activity under Oakland County's West Nile Virus Fund Program.

Mosquito Control Program
West Nile Virus Mitigation
The City of Northville understands that the threat of the spread of West Nile Virus in
Michigan by mosquitoes is real. Therefore it has approved a two step program to address
this matter in the Northville Community.
Step 1. The City of Northville will take measures to educate residents as to what
individuals can do to minimize their exposure to this virus. The City will publish
measures residents can do to reduce mosquitoes around the home. The City will devote
significant space in its quarterly publication "Word from Works" for this specific
purpose.
Step 2. The City has informed the Michigan Department of Environment that it plans to
provide larvaciding of storm water catch basins. It has ordered methoprene larvicide
briquets which will be placed in storm water catch basins. This treatment will last 150
days so only one application will be made per catch basin. This treatment will be done in
compliance with the provisions of Part 31, Water Resources Protection, of the Natural
Resources and Environmental Protection Act, 1994 PA 451, as amended (Act 451), R
323.1097.
If these two items are not fully successful in arresting this virus in the Northville
Community, the City will consider possible larvaciding of open bodies of surface water
within the City Limits of Northville. In addition, the City may choose to partner with
surroundin: communities and irovide or ll scale sr, in or adult mos•uitoes.
owever, this is not being considered at this time.
It is anticipated that the City of Northville will be requesting partial reimbursement for
step 2 as noted above (Larvaciding storm water catch basins).

The Chairperson referred the resolution to the General Government Committee and Finance Committee.

Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funding of $1,191.09 is available in the West Nile Virus
Fund for FY 2003 to reimburse the City of Northville for
this project; no additional appropriation is required.
2. The Committee recommends adoption of this resolution.
