MISCELLANEOUS RESOLUTION # 03217 BY : Bill Bullard, Jr., District #2 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP OF SPRINGFIELD - FISCAL YEAR 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Township of Springfield has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2003 authorized amount of funding for the Township of Springfield is $9,238.32 from the West Nile Virus Fund as repayment to the Township of Springfield for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Township of Springfield as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2003 appropriation in the amount of $9,238.32 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the Township of Springfield for expenses incurred in connection with the mosquito control project, once proper invoices are presented. Box 1038 Davisburg, Michigan 48350 SPRINGFIELD TOWNSHIP WEST NILE VIRUS EDUCATION & CONTROL PROJECT PLAN I. EDUCATION COMPONENT Springfield Township is partnering with the neighboring townships of Brandon, Groveland and Rose to develop the following educational materials about West Nile Virus: a) A series of three informational brochures containing key information about the virus and precautions that residents can take to prevent infection. The first brochure was enclosed with summer tax bills sent to property owners, thereby assuring maximum outreach. b) Two news releases containing information about the Townships' education program and partnership. c) Messages to run on the bulletin boards of the Townships' government cable channels. d) Production of a short (approximately 5 minute) scripted, educational video, to air on the Townships' government cable channels. By partnering with one another on this education program, the four Townships are able to do much more with available funds, and can tailor their education messages to residents who live in these more rural communities. 2. CONTROL COMPONENT Springfield Township will initiate at least two applications of Vectolex (a larvacide) to catch basins and retention basins throughout the Township. The necessary MDEQ permit has been obtained and the first application has been completed. 3. PROJECT COST Total Project Plan cost to Springfield Township will be a minimum of $9,238.32. Charter Township of Springfield Clerk's Office General Offices Fax Number (248) 846-6510 (248) 634-3111 (248) 634-2316 WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, the Township of Springfield, Oakland County, Michigan plans to incur expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program; and WHEREAS, the Township of Springfield intends to implement a program of prevention and personal protection education and a larviciding program in appropriate areas; and NOW THEREFORE BE IT RESOLVED that this board authorizes and directs its Supervisor, Collin W. Walls, as agent for the Township of Springfield, in the manner and to the extent provided under Oakland County Board of Commissioner Miscellaneous Resolution 03060, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. Second Reading: a) Dixie Highway Overlay District Supervisor Walls noted one word correction in this ordinance. Clerk Strole moved to authorize adoption of amendments to Zoning Ordinance #26, the addition of a new section 18.13 Dixie Highway Overlay District with the correction noted and with the addition of the Overlay Map for Second Reading. Trustee Bloom supported the motion. Vote on the motion. Yes: Walls. Dubre, Hopper, Baker, Bloom, Vallad and Strole; No: none. The motion carried by a 7 to 0 vote. b) Large Scale Retail Trustee Hopper moved to amend Springfield Township's Zoning Ordinance #26, specifically Section 2, Definitions, and Article X, C-2 General Business. Section 10.02, by adding new subsection 10.02.11. Large Scale Retail Development as published. Further amendments will take effect seven (7) days after publication of Notice of Adoption. The motion carried by a 7 to 0 vote. c) Architectural & Site Design Standards Clerk Strole moved for adoption of Amendment to Zoning Ordinance #26 specifically the addition of a new subsection 16.23, Architectural & Site Design Standards as published for Second Reading. West Nile Program Supervisor Walls explained that he received a suggested resolution from Oakland County Commissioner Bullard and Supervisor Walls chose to add the last paragraph in the resolution presented to the Board. The communication also provided procedures on how to request t reimbursement and indicated the township could get advance approval. 'mar 1 11N ly MINUTES OF , HELD April 10, - 20 .03 ' Springfield Nancy Strole, Township of Clerk Supervisor Walls said two of the four elements of the program, which are appropriate for Springfield Township, are the prevention/education and larviciding. He explained that larvicide is a treatment in catch basins, manholes and retention areas. The cost information that he was able to gather is from the Saginaw area, which is a similar program. He does not have information on educational materials but believes we should have an ample amount of funds available for this. Clerk Strole commented that she believes spraying would be inappropriate from an environmental standpoint and would be ineffective. She believes the educational component would do a lot of good and the larvicide can be effective if used very judiciously. Clerk Strole said the particular type of mosquito that carries the virus thrives where other mosquitos cannot, these tend to be in stagnant water areas such as catch basins. She believes that we can work together with other communities such as Rose Township in regard to the educational portion and has already spoken with the Rose Township Supervisor, who agrees. Supervisor Walls said he believes it is very important for our residents to understand that every mosquito does not carry the West Nile Virus. The mosquito carrying West Nile uows primarily in stagnant water found in places such as tire piles, catch basins, storm water and even children's toys. A properly functioning wetland is not a home for this mosquito. Supervisor Walls agrees that the education and prevention is key. Supervisor Walls said Springfield Township's share of the funds set aside by Oakland County is just over 59,200.00. Trustee Baker asked who would apply the larvicide? Supervisor Walls said a Health Department official would train volunteers from the communities, and as long as the larvicide goes directly from the container it was shipped in to the catch basin, you don't need special certifications. The Health Department is proceeding as if no special permits will be required by MDEQ. but that may change. Clerk Strole asked. if we use volunteers will that affect our exposure? Mr. Need said it affects it and he is not sure it is covered under the current liability coverage but that could be rectified. Clerk Strole asked if the Board Members feel it is a good idea to pursue working with ; neighboring communities developing educational material?. All Board Members were in ; a<zreement with this and with utilizing larvicide once the liability issue was addressed. Trustee Vallad moved to adopt the West Nile Virus Resolution. Funding of $9,238.32 is available in the West Nile Virus Fund for FY 2003 to reimburse the Township of Springfield for this project; no additional appropriation is required. 2.
