TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of Pontiac
has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for the City of
Pontiac is $23,628.15 from the West Nile Virus Fund as repayment to the
City of Pontiac for expenses incurred in connection with mosquito
control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Pontiac as
eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $23,628.15 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the City of Pontiac for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.

Re: West Nile Virus Fund Reimbursement Request
Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioners Miscellaneous Resolution (MR) 03060, the City of
Pontiac hereby requests reimbursement under Oakland County's West Nile Virus (WNV) Fund Program for
expenses incurred in connection with an eligible mosquito control activity by our City.
The City of Pontiac has prepared a West Nile Virus Action Plan (copy attached) for 2003. As part of the
City's efforts to combat the WNV, the City awarded a $350,350 contract to National Industrial Maintenance,
Inc. of Dearborn to clean out an estimated 11,000 storm sewer catch basins and associated larviciding of the
same throughout the city. As of July 25, 2003 more than 6,000 catch basins were cleaned and treated with
larvacide.
To date, the City of Pontiac has incurred expenses of $24,047 to purchase the actual larvacide. No invoices
for the catch basin cleaning have yet been received or processed for payment. Copies of these invoices can
be forwarded to the Oakland County Fiscal Services Division upon their receipt by the City of Pontiac.
A certified copy of the Pontiac City Council Resolution authorizing this reimbursement request is attached.
The City of Pontiac understands that the review and processing of this reimbursement request will be
governed by the provisions of MR 03060 and certifies that all expenses submitted for reimbursement were
incurred in connection with a qualifying mosquito control project.

West Nile Virus Action Plan 2003
In 2002, Oakland County experienced an outbreak of illness, including encephalitis,
caused by West Nile Virus (WNV). The West Nile Virus is a mosquito-borne virus never
before detected in the Western Hemisphere. Among county residents, the outbreak
resulted in over 200 confirmed cases, including 20 fatalities. There were five confirmed
cases of the disease in the City of Pontiac with no fatalities. During the summer of 2002,
the surveillance data indicated that West Nile Virus had become established throughout
most of the United States. In Oakland County during the 2002 outbreak, the virus was
most intense in the southeastern urban area.
To ensure a coordinated approach in managing mosquito disease borne outbreaks for the
coming year, the City of Pontiac will work closely with the Oakland County Health
Division. The Oakland County Health Division, in turn, will work closely with the
Michigan Department of Community Health, Michigan Department of Agriculture and
the U.S. Center for Disease Control and Prevention in Atlanta.
Key to the City of Pontiac's planning efforts is an emphasis on prevention. The City will
devote resources to a citywide effort to prevent mosquito breeding and to provide public
and private education. The goal of the 2003 Action Plan is to prevent disease caused by
mosquitoes through public education targeting strong personal protection measures
together with aggressive source reduction. -
Surveillance data collected in 2002 by the Oakland County Health Division indicates a
strong correlation between dead crows occurring weeks before there is a significant risk
to human health. Mosquitoes, on the other hand, were never detected to be positive for
the West Nile Virus during the summer of 2002. The Oakland County Health Division is
currently working with the Michigan Department of Agriculture to establish faster turn
around times and more aggressive mosquito testing for the coming year. Therefore, the
tracking of dead bird reports, especially crows, and the routine surveillance of mosquito
populations will provide the Oakland County Health Division with the opportunity to
specifically target those neighborhoods and communities where the virus is reappearing.
The goal of early detection is to enhance mosquito control in high-risk areas in an attempt
to interrupt the amplification of the virus before it has significant impact on human
health. The 2003 Oaldand County Action Plan is designed to minimize the impact of
mosquito-borne disease through countywide surveillance measures and an integrated
approach to mosquito management with control practices that are commensurate with the
risk posed by these diseases. The comprehensive nature of the plan ensures the efficacy
of the control measures while minimizing adverse impacts to human health and the
environment from these measures.
The City of Pontiac Action Plan includes the following components:
A. Public Health and Education
Through the media, mailings and collaboration with community church and
neighborhood groups, the City of Pontiac will increase public awareness of mosquito-
borne disease risk, surveillance, prevention and control. Public education about vector-
borne diseases, particularly regarding modes of transmission and means of preventing or
reducing risk of exposure, is a critical component of a prevention and control program.
Avoidance of mosquitoes remains the most effective way to prevent transmission of West
Nile Virus to humans and animals or to control an ongoing outbreak.
Since the Oakland County Health Division's Action Plan includes educational
distribution of materials to day care centers, senior centers, various community groups,
golf courses, parks, hospitals, libraries and gardening centers, the City of Pontiac's
Action Plan is intended to supplement and reinforce the county plan by targeting
residents, church and community groups that are not specifically covered in the county
plan.
B. Post Surveillance
The Oakland County Health Division will monitor crows for infection and illness. The
primary focus will be on dead crows. These dead crows will be submitted to the
Michigan Department of Community Health for testing based on their protocol. Pontiac
residents are encouraged to report dead birds through the Health Division Information
Hotline (1-877-377-3641). A link to the Oakland County Health Division's Web Site will
also be provided on the City of Pontiac's Web Site where up-to-date information on the
West Nile Virus for 2003 will be available.
The current data has shown that WNV was first detected in bird populations, which is
followed by detection in mosquitoes only after it has had the opportunity to establish
itself locally in birds. The most important mosquitoes involved in transmission of WNV
are those in the genus Cu/ex, especially Culex pipiens and Culex restuans. These
mosquitoes are abundant in urban areas because the larvae prefer water with high organic
content, such as sewer drains, catch basins, settling lagoons, and similar situations. Also,
the adult females primarily bite birds, which are the vertebrate hosts of the virus. The
City of Pontiac will rely on Oakland County Health Division surveillance and monitoring
to specifically identify mosquito populations in the Genus Culex.
Oakland County is one of twenty-eight counties that participate in mosquito surveillance.
These mosquito surveillance efforts have focused on areas that have exhibited St. Louis
Encephalitis (SLE) virus and Eastern Equine Encephalitis (EEE) virus activity in the past.
OCHD currently has 12 sampling locations with the ability to increase sampling should
WNV be detected. Sorting and identification of collected mosquitoes will be conducted
by OCHD in consultation with MSU, Department of Entomology. Antigen testing of
appropriate mosquito pools for SLE and EEE viruses will be conducted at MDA.
C. Human Surveillance
The City of Pontiac will rely on the OCHD to provide rapid reporting of suspected cases
of encephalitis and other communicable diseases as required by law. The City will
initiate any additional prevention, control and educational measures recommended by the
OCHD in the event that communicable disease has been detected in the City.
D. Mosquito Surveillance
The OCHD will monitor mosquitoes county-wide by collecting adult mosquitoes to
determine their distribution, density and species. For 2003, OCHD will submit adult
mosquitoes collected in Oakland County for testing to the Michigan Department of
Agriculture. A local testing mechanism is anticipated that will increase the timeliness of
test results.
The City of Pontiac will rely on the OCHD to perform adult mosquito surveillance and to
provide accurate and timely information in the event that an increased human disease risk
requires the application of focus spraying to control adult mosquitoes.
The City of Pontiac will provide larval mosquito surveillance in catch basins and other
stagnant water areas in order to determine the need for, and efficacy of, larval treatments.
Surveillance activities will be limited to identifying the presence and quantity of
mosquito larvae only.
E. Larval Mosquito Control
The City of Pontiac will encourage and be actively involved in the reduction of mosquito
breeding through the aggressive elimination of standing water, catch basin cleaning and
the application of larvacide. Through a strong public information campaign coupled with
aggressive nuisance ordinance enforcement, the City of Pontiac will actively strive to
accomplish both voluntary and mandatory reduction of breeding sites around homes and
neighborhoods. Residents and neighborhood groups will be encouraged to report
potential mosquito breeding sites to City officials. The City of Pontiac will actively
educate residents, church and neighborhood groups to eliminate standing water in empty
lots, tire piles and other containers.
All of these activities will be augmented with the application of larvacide primarily to
storm water catch basins and other potential breeding sites where water cannot be
eliminated on a citywide basis. There are in excess of 11,000 storm-water catch basins
that will be treated with larvacide in the upcoming season.
F. Adult Mosquito Control
The City of Pontiac will consider providing focus spraying in response to surveillance
findings by the OCHD regarding human cases for the coming year. Focus spraying shall
only be considered when OCHD surveillance indicators suggest the level of West Nile
Virus activity poses a significant threat to human health as recommended by the OCHD.
Habitat, weather, time of year, and the proximity to human population will be considered
in determining the necessity for the focus spraying of large _green spaces. The City of
Pontiac will review the accuracy, quality and efficacy of the adulticide application to
ensure compliance with federal and state guidelines. Focus spraying will be completed by
licensed contractors, if needed.
G. City Department Administration & Coordination
The Department of Public Works and Utilities, Grounds Maintenance Division is
responsible for implementation of the City's West Nile Virus Action Plan and
coordination with the Oakland County Health Division. Anyone desiring information

WHEREAS, Upon recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established a West Nile Virus fund Program to assist cities, villages
and townships in addressing mosquito activities; and
WHEREAS, Oakland County' s West Nile Virus Fund Program authorizes Oakland County
cities villages and townships to apply for reimbursement of eligible expenses incurred in
connection with personal mosquito protection measures/activity, mosquito habitat eradication
mosquito larviciding or focused adult mosquito insecticide spraying in designated community
green area; and
WHEREAS, The City of Pontiac, Oakland County, Michigan has incurred expenses in
connection with mosquito control activities believed to be eligible for reimbursement under
Oakland County's West Nile Virus Fund program.
NOW THEREFORE BE IT RESOLVED that the Pontiac City Council authorizes its Public
Works and Utilities Director, as agent for the City of Pontiac in, the manner and to the extent
provided under Oakland County Board of Commissioner Miscellaneous Resolution 03060, to
request reimbursement of eligible mosquito control activity under Oakland County's West Nile
Virus Fund Program.
