TOWNSHIP OF OAKLAND - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Charter Township
of Oakland has submitted a resolution of authorization to the County
for reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for the Charter
Township of Oakland is $9,158.54 from the West Nile Virus Fund as
repayment to the Charter Township of Oakland for expenses incurred in
connection with mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Charter Township of
Oakland as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $9,158.54 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Charter Township of
Oakland for expenses incurred in connection with the mosquito control
project, once proper invoices are presented.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from the Charter
Township of Oakland dated July 23, 2003. After having reviewed their
documentation, I find them in partial compliance with Oakland County Board of
Commissioners Miscellaneous Resolution 03060 and in partial compliance with
the four major categories for reimbursement. This letter will certify, however,
that at least $9,158.54 (their total allotment) of expenses submitted for
reimbursement are for qualifying mosquito control projects. I do not have actual
invoices for these services at this time. Should you have any questions, please
direct them to me at 248-858-1410.

RE: West Nile Virus Fund Reimbursements Preauthorization
Enclosed please find Resolution 03-14 regarding Authorization of the Charter Township
of Oakland to request reimbursement for costs relating to WNV prevention. The Charter
Township of Oakland awarded a bid for these services at their April 22, 2003 regular
meeting. Also, enclosed is the mosquito control program bid worksheet indicating the
costs and the "project description." The Township has instituted a monitoring program
using New Jersey light traps and dry ice traps at 4 locations in the Township. We also
have begun catch basin treatment with this vendor as part of this program. Should WNV
become a health risk, we have a contractual methodology to expand the program to deal
with that problem. We will be following up with requests for reimbursement for these
costs in the very near future

AUTHORIZING WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland
County cities, villages and townships in addressing mosquito control activities; and
WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities,
villages and townships to apply for reimbursement of eligible expenses incurred in connection
with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito
larviciding or focused adult mosquito insecticide spraying in designated community green areas;
and
WHEREAS, The Charter Township of Oakland, Oakland County, Michigan has incurred
expenses in connection with mosquito control activities believed to be eligible for reimbursement
under Oakland County's West Nile Virus Fund Program.
NOW, THEREFORE, BE IT RESOLVED, that this Township Board authorizes and directs is
Township Superintendent, James V. Creech, as agent for the Charter Township of Oakland, in
the manner and to the extent provided under Oakland County Board of Commissioners
Miscellaneous Resolution MR 03060, to request reimbursement of eligible mosquito control
activity under Oakland County's West Nile Virus Fund Program.

services for the Charter Township of Oakland, MI. The enclosed proposal represents the most
complete, comprehensive, and environmentally sound municipal mosquito control program that
is available anywhere.
Our objective is to implement a comprehensive, state-of-the-art mosquito control program in the
Charter Township of Oakland that will be extremely beneficial to all residents. As always,

The undersigned, as Successful Bidder, hereby declares that this bid is made in good faith
without fraud or collusion with any person or persons bidding on the same Contract; that
he/she has carefully read and examined the Contract Documents, including the Invitation
to Bid, General Requirements, and Program Guidelines for the designated work and
understands all of the same; that he/she or his/her representative, has made such personal
investigation at the site as is necessary to determine the character and difficulties
attending the execution of the proposed work. Bidder proposes and agrees that if this
Proposal is accepted, bidder will contract with the Township, provide necessary
machinery, tools, apparatus and transportation services necessary to do all the work
specified or referred to in the Contract Documents in the manner and time therein
prescribed, and according to the requirements of the owner as therein set forth, to furnish
the insurance required of the Contractor by the Contract Documents, and that he/she will
take in full payment, the unit prices set forth in the following proposal.
All bidders understand that the Township reserves the right to accept or reject any and/or
all bids, to waive any irregularities and/or informalities in the bids, negotiate with any
bidder, or to select the bid(s), or portions thereof, most advantageous to the Township.
The successful bidder agrees that this bid shall be good and may not be withdrawn for a
period of ninety (90) calendar days after the scheduled closing time for receiving bids.
Upon receipt of a written Notice of Award of the Bid, the successful bidder shall execute
the formal Contract Agreement within ten (10) days. In the event that the Contract is not
executed within the time set forth above, the Bid Proposal shall become the property of
the Township as liquidated damage for the delay and additional expense to the Township
caused thereby.
Pursuant to your request for Mosquito Control Services proposals, I submit my bid, with
the understanding that if my bid proposal, or section thereof, is accepted, I will execute a
written contract with the Township of Oakland, which will embody the terms as outlined
in the bid proposal.
I will meet all of the requirements and provide all of the services for the amounts listed
on the attached bid sheet for the items listed in this document.
Please concentrate your response in the Mosquito Control Program Bid Worksheet below
in the areas 1 through 5, and for information purposes indicate costs related to 6 through
8. Township may begin program with 1,2 and 5, and depending upon the incidence and
threat of WNV vectors or demand may also implement 3 and 4. Should adukiciding be
required because a health risk, the Township may also implement provisions 6 through 8.
