MISCELLANEOUS RESOLUTION #03228 BY : Eric Wilson, District #3 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF OAKLAND - FISCAL YEAR 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Charter Township of Oakland has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2003 authorized amount of funding for the Charter Township of Oakland is $9,158.54 from the West Nile Virus Fund as repayment to the Charter Township of Oakland for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Charter Township of Oakland as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2003 appropriation in the amount of $9,158.54 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the Charter Township of Oakland for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution 03060 and in partial compliance with the four major categories for reimbursement. This letter will certify, however, that at least $9,158.54 (their total allotment) of expenses submitted for reimbursement are for qualifying mosquito control projects. Soave Manager Oakland County Fiscal Services Division 1200 North Telegraph Road, Dept. 403 Pontiac, MI 48341-0403 RE: West Nile Virus Fund Reimbursements Preauthorization Enclosed please find Resolution 03-14 regarding Authorization of the Charter Township of Oakland to request reimbursement for costs relating to WNV prevention. The Charter Township of Oakland awarded a bid for these services at their April 22, 2003 regular meeting. Also, enclosed is the mosquito control program bid worksheet indicating the costs and the "project description." The Township has instituted a monitoring program using New Jersey light traps and dry ice traps at 4 locations in the Township. We also have begun catch basin treatment with this vendor as part of this program. Should WNV become a health risk, we have a contractual methodology to expand the program to deal with that problem. We will be following up with requests for reimbursement for these costs in the very near future Please, do not hesitate to contact me if you require anything else. Jim Creech, Township Mai 'Jim Creech, Township Manager cc: Eric Wilson, County Commissioner Sincerely yours, • Page 1 CHARTER TOWNSHIP OF OAKLAND BOARD OF TRUSTEES RESOLUTION 03-14 AUTHORIZING WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, The Charter Township of Oakland, Oakland County, Michigan has incurred expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. NOW, THEREFORE, BE IT RESOLVED, that this Township Board authorizes and directs is Township Superintendent, James V. Creech, as agent for the Charter Township of Oakland, in the manner and to the extent provided under Oakland County Board of Commissioners Miscellaneous Resolution MR 03060, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program.
