Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#03232 on August 25, 2003, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER
TOWNSHIP OF BRANDON - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Charter Township
of Brandon has submitted a resolution of authorization to the County
for reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for the Charter
Township of Brandon is $8,976.34 from the West Nile Virus Fund as
repayment to the Charter Township of Brandon for expenses incurred in
connection with mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Charter Township of
Brandon as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $8,976.34 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Charter Township of
Brandon for expenses incurred in connection with the mosquito control
project, once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from the Charter
Township of Brandon dated July 23, 2003. After having reviewed their
documentation, I find them in compliance with Oakland County Board of
Commissioners Miscellaneous Resolution 03060 and in compliance with the four
major categories for reimbursement. At this time, however, they have not
submitted required invoices for services rendered. Should you have any questions,

Enclosed you you will find a copy of Brandon Charter Township's resolution to authorize
reimbursement for the West Nile Virus program, and the West Nile Virus education and
control project plan.
Brandon Charter Township is pleased to again work with Oakland County on a
community project to enhance the quality of life for our residents. As you know, Brandon
Charter Township has joined forces with Springfield, Groveland, and Rose Townships in a
collaborative effort to address the West Nile Virus problem.
Again, Brandon Charter Township looks forward to working with Oakland County on
this worthwhile community service project.

Resolution to Authorize Reimbursement Requests
for the West Nile Virus Program

WHEREAS, upon the recommendation of the Oakland County Executive, the
Oakland County Board of Commissioners has established a West Nile Virus Fund
Program to assist Oakland County cities, Villages, and Townships in addressing
mosquito control activities; and
WHEREAS, Oakland County's West Nile Virus Fund Program authorizes
Oakland County cities, Villages, and Townships to apply for reimbursement of
eligible expenses incurred in connection with personal mosquito protection
measures/activity, mosquito habitat eradication, mosquito larviciding or focused
adult mosquito spraying in designated community green areas; and
WHEREAS, the Charter Township of Brandon, Oakland County, Michigan has
incurred expenses in connection with mosquito activities believed to be eligible
for reimbursement under Oakland County's West Nile Fund Prop -am.
NOW, THEREFORE, BE IT RESOLVED that the Board of the Charter Township
of Brandon authorizes and directs the Township Supervisor or Township Clerk, as
agents for the Charter Township of Brandon, in the manner and to the extent
provided under Oakland County Board of Commissioner Miscellaneous
Resolution 03060, to request reimbursement of eligible mosquito control activity
under Oakland County's West Nile Virus Fund Prop -am.

WEST NILE VIRUS EDUCATION & CONTROL
PROJECT PLAN
I. EDUCATION COMPONENT
Brandon Township is partnering with the neighboring townships of
Springfield, Groveland and Rose to develop the following educational
materials about West Nile Virus:
a) A series of three informational brochures containing key
information about the virus and precautions that residents
can take to prevent infection. The first brochure was enclosed
with summer tax bills sent to property owners, thereby assuring
maximum outreach.
b) Two news releases containing information about the
Townships' education program and partnership.
c) Messages to run on the bulletin boards of the Townships'
government cable channels.
d) Production of a short (approximately 5 minute) scripted,
educational video, to air on the Townships' government
cable channels.
By partnering with one another on this education program, the four
Townships are able to do much more with available funds, and can
tailor their education messages to residents who live in these
more rural communities.
2. CONTROL COMPONENT
Brandon Township will work with the Village of Ortonville to initiate at least two
applications of a larvacide to catch basins and retention basins throughout the
Village and adjacent areas where large numbers of people gather, including many
Township residents. The necessary MDEQ permit has been obtained and the first
application has been completed. Brandon Township will also support the Village
of Ortonville in two extra sprayings for mosquitoes during the summer and early
fall.
3. SPECIAL INTTIAITVES
Brandon Township will also conduct a screen repair program for area senior
citizens who may be the most vulnerable group for catching west nile virus.
The allocated funding will be used to purchase screen supplies and most of the
work will be completed with community volunteers.
PROJECT COST
Total Project Plan cost to Brandon Township will be a minimum of
$8,976.34

The Chairperson referred the resolution to the General Government Committee and Finance Committee.

reviewed the above referenced resolution and finds:
1. Funding of $8,976.34 is available in the West Nile Virus
Fund for FY 2003 to reimburse the Charter Township of
Brandon for this project; no additional appropriation is
required.
2. The Committee recommends adoption of this resolution.
