Middleton, District #4 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF INDEPENDENCE - FISCAL YEAR 2003 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVIs); and WHEREAS pursuant to the Disbursement Policy, the Charter Township of Independence has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS Independence Township is requesting reimbursement for expenses directly related to the pipeline relining project which will repair aging infrastructure in the sanitary sewer system which outlets to the Clinton-Oakland interceptor; and WHEREAS the FY 2003 authorized amount of funding for the Charter Township of Independence is $112,473.23 from the Environmental Infrastructure Fund as repayment to Independence Township for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Charter Township of Independence as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2003 appropriation in the amount of $112,473.23 from the Environmental Infrastructure Fund (Account #90-263212-41000-3985) to repay the Charter Township of Independence for expenses incurred in connection with the pipeline relining project, once proper invoices are presented. Telegraph Road Pontiac, MI 48341 Dear Mr. Soave: Re: Environmental Infrastructure Fund Reimbursement Request Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the Charter Township of Independence hereby request reimbursement under Oakland County's Environmental Infrastructure Fund Program for expenses to be incurred in connection with an eligible environmental remediation or improvement project undertaken by our Township. Attached in support of this -request are the following: Attachment A: Project Description — The purpose of this pipeline relining project is to repair aging infrastructure in the sanitary sewer system which outlets to the Clinton — Oakland Interceptors. The Project consists of relining 8" diameter clay sewers estimated to cost around $200,000 including engineering, administration, inspection, contingencies, bonds & legal. Attachment B: Governing Body Resolution — Attached Attachment C: Expense Invoices to be submitted at a later date. Project is expected to be completed by end of 2004. SOX 69 CLARKSTON, MICHIGAN 46347-0069 twiNANO*K191X0rldenee.nlisuS Oakland County Environmental Infrastructure Fund RESOLUTION OF SUPPORT FOR SANITARY SEWER RELINING and REPAIR PROJECT WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Bond of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; WHEREAS Oakland County's Environmental Infrastructure Fund Program authorizes Oakland county cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental =mediation or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS the Charter Township of Independence, Oakland County is interested in a relining project to repair aging infrastructure in the sanitary sewer system which outlets into the Clinton-Oakland Interceptors, NOW THEREFORE BE IT RESOLVED that the Township Board authorizes and directs its DPW Director and/or Finance Director, as agents for the Charter Township of Independence, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to submit a proposal to the Oakland County Board of Commissioners to use Environmental Infrastructure Fund for the refining of existing 8" diameter clay sanitary sewers.
