IN RE: SHERIFF'S OFFICE — EMERGENCY COMMUNICATIONS CENTER RENOVATION
AND EQUIPMENT PURCHASE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Sheriffs Office functions as the Primary Public Safety Answering
Point (PSAP) for many communities under contract and is also the PSAP for wireless 9-1-1 calls
originating from commercial Mobile Radio Service (CMRS) tower sites in the area of Oakland
County north of a line following approximately M-59; and
WHEREAS the Sheriffs dispatch center currently handles over 400,000 PSAP calls per year, and
the number of 9-1-1 wireless calls is in excess of 120,000 and continues to increase; and
WHEREAS the Sheriffs dispatch center continues to offer and provide services to a number of
police and fire departments under contract; and
WHEREAS the County is in the process of installing a Countywide Emergency Radio
Communications system; and
WHEREAS the installation of the new radio system will necessitate the replacement of a portion
of the equipment within the Emergency Communications Center; and
WHEREAS the Emergency Communications Center needs to have a renovation and upgrade to
the existing furniture and equipment; and
WHEREAS the estimated costs for this renovation and equipment is $725,000 per the attached
cost estimate; and
WHEREAS this renovation and new equipment would allow the dispatch center to operate more
efficiently, and allow the addition of future communities and additional staff if the need arises.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the renovation and purchase of equipment for $725,000.
BE IT FURTHER RESOLVED that the Department of Facilities Management will handle the
design, construction renovation and purchase of equipment as specified through the County
process, using vendors obtained through the County Purchasing bid process.
Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing
resolution.

RENOVATIONS AND EQUIPMENT PURCHASE

PROJECT SCOPE:
This project consists of upgrading the Sheriff Department's Public Safety answering and
recording equipment in the Sheriffs Dispatch Center in the Administrative Annex I facility. In
order to be compatible with the new Countywide Emergency Radio Communications System
The new system must be operational by June 1, 2005.
Facility renovations are necessary in order to accomplish the transition, train the dispatchers,
minimize disruptions to the 24/7 operation, relieve overcrowded conditions and plan for some
future growth. An overview of the project scope is as follows:
1) The four (4) existing dispatch counsels are undersized and inadequate to accommodate
the 911, CAD, dispatching equipment and the six (6) monitors at each counsel.
2) The existing voice recording equipment is not compatible with the new dispatch
equipment.
3) Existing space is not adequate to accommodate the new consoles and needed space
for transition to the new system.
4) The space provided for the LIEN operation is not adequate to accommodate some
existing Warrants Unit staff as recommended by the State.
5) The current volume of calls for service indicates the need for a two (2) additional
dispatch stations, one (1) for current and future growth. The other for additional traffic
caused by special events, power outages, storms, etc.
6) The renovations will include:
a) renovation of approximately 5,600 s.f. of area.
b) doubling the size of the dispatching operation from 1,200 s.f. to 2,400 s.f.
c) relocation of staff lockers, offices, and equipment storage.
d) expansion of the LIEN office and relocation of staff offices.
e) the necessary mechanical, electrical and architectural renovations needed.

FUNDING:
It is recommended the proposed funding for this project from the 2004 General Fund
Designated Fund Balance.
RECOMMENDATION:
We are requesting the Planning and Building Committee's approval of this project, subject to
the future approvals of the Public Services and Finance Committees.

AND EQUIPMENT PURCHASE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. The County is in the process of installing a new Countywide
Emergency Radio Communications System.
2. Installation of the new system will require replacement of
a portion of the dispatch equipment within the Sheriff's
Office Emergency Communications Center, at an estimated
cost of $307,454.
3. Additionally, six (6) new dispatch workstations and chairs
will be required to accommodate the new equipment, at an
estimated cost of $84,000.
4. Facility renovations of the Sheriff's Office Emergency
Communications Center in the Administrative Annex I will
also be required for the transition to the new system,
including architectural, electrical, mechanical, and
telecomm and computer wiring services, at an estimated cost
of $238,280.
5. The total cost of the project, including contingency of
$95,266, is estimated at $725,000.
6. Funding for this project is available in the FY 2005
General Fund Designated Fund Balance (GL Account 49407-
119000) for transfer to the Project Work Order Fund to
establish the Sheriff's Office Emergency Communications
Center Renovation and Equipment Purchase Project (C-038).
7. The FY 2005 Budget is amended as follows:
