Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#04025 on January 26, 2004, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN WHITE LAKE
TOWNSHIP - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, White Lake Township
has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2003 authorized amount of funding for White Lake
Township is $13,968.40 from the West Nile Virus Fund as repayment to
White Lake Township for expenses incurred in connection with mosquito
control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by White Lake Township as
eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $13,968.40 from the West Nile Virus Fund
to repay White Lake Township for expenses incurred in connection with
the mosquito control project, once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from White Lake
Township dated November 17, 2003. After having reviewed their documentation,
I find them in compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 03060 and in compliance with the four major categories
for reimbursement. At this time, however, they have not submitted the required
invoices for 2004. Should you have any questions, please direct them to me at

Dear Connie Hart:
I spoke with Eileen Kowall our county commissioner for White Lake Township, and she
has informed me that the county has made one exemption on the invoices due this year
and they are extending White Lake's request to the Spring of 2004 because the weather is
not conducive to applying the chemicals either in the fall or winter of this year. The
Township will be applying chemicals for West Nile Virus and testing in the spring of
next year.

PROPOSED PROJECT FOR:
2004 WHITE LAKE TOWNSHIP
MOSQUITO CONTROL PROGRAM
ADVANCED PEST MANAGEMENT
FENTON, MI
The foundation and focus of the White Lake Township Program is the environmentally
sensitive control of mosquito larvae within the community's boundaries. Effective
control of larvae will prevent their development into adult mosquitoes, and therefore,
reduce the risks of disease transmission for a treated area. Effective control of larvae will
also reduce the frequency of adult mosquito control activities. The key to
environmentally oriented larval control is the organization and classification of active and
potential larval development sites.
As a first step, White Lake Township proposes to larvicide approximately seven hundred
(700) catch basins within the township to aid in reducing the numbers of adult Culex
mosquitoes which are right now, the primary vectors for West Nile Virus. Please see
details below.
Secondly, White Lake Township proposes to monitor the adult mosquito populations
within the township, monitoring population densities, species makeup, and testing of
mosquitoes for West Nile Virus. Please see details below.
Larvicide Application Description and Costs
Street storm sewer catch basin treatment of all catch basins in
township with Altosid XR 150 day briquettes for control of Culex larval
mosquitoes. Application rate is one briquette per catch basin to
approximately 700 street catch basins @ $6.50/cb .$ 4,550.00
Adult Mosquito Control Services Description and Costs
Mosquito-borne Disease Surveillance Monitoring
Setting of dry ice baited CDC traps to specifically target the predominant
species that are historical transmitters of WNV and EEE. Samples collected,
Identified, sorted by specie and submitted to MSU for testing. Three traps per week
for twelve weeks.
At a cost of .$ 9,000.00

RESOLUTION
WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST
WHEREAS upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established a West Nile Virus Fund Program to
assist Oakland County cities, villages and townships in addressing mosquito control
activities; and
WHEREAS Oakland County's West Nile Virus Fund Program authorizes Oakland
County cities, villages and township to apply for reimbursement of eligible expenses
incurred in connection with personal mosquito protection measures/activity, mosquito
habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying
in designated community green areas; and
WHEREAS the Township of White Lake, Oakland County, Michigan will be incurring
expenses in the spring of 2004 in connection with mosquito control activities believed to
be eligible for reimbursement under Oakland County's West Nile Virus Fund Program.
NOW THEREFORE BE IT RESOLVED that this board authorizes and directs its
Treasurer as agent for the Township of White Lake, in the manner and to the extent
provided under Oakland County Board of Commissioner Miscellaneous Resolution
03060, to request reimbursement of eligible mosquito control activity under Oakland
County's West Nile Virus Fund Program.
