IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE CITY OF AUBURN HILLS - FISCAL YEARS 2001, 2002 AND 2003 ALLOCATIONS
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99C93 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, The City of Auburn
Hills has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in cohnecton with an eligible
environment remediation of improvement project; and
WHEREAS The City of Auburn Hills is requesting reimbursement for
expenses directly related to the construct1on of the Vinewood Drain;
and
WHEREAS the FY 2001, FY 2CO2 and FY 20C3 authorized amount of
funding for The City of Auburn Hills is $19,533.16 annually from the
Environmental Infrastructure Fund as repayment to The City of Auburn
Hills for expenses incurred. In connection with environmental
remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by The City of Auburn
Hills as eligible for reimbursement from the Environmental
Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2C01, FY
2002 and FY 2CO3 appropriations in the amount of $119,533.16 annually
from the Environmental Infrastructure Fund (Account #9C263232-4l000-
3905) to repay The City of Auburn Hills for expenses incurred with the
construction of the Vinewood Drain, once proper- invoices are presented.

Vinewood Pond Description
On the north edge of the Vinewood Subdivision is a newly created storm water
retention pond. The primary function of the pond is to control the occasional
flooding in the area. Secondarily, there are several features incorporated into the
construction which are intended to be environmentally friendly.
The design of the pond requires a significant amount of retention of water to
depths sufficient to sustain aquatic animal life without plants that can be choking.
The shore area is shallow allowing the planting of native aquatic plants around
the watery edges. The perimeter land is also stocked with native vegetation
suitable for wet land designated areas. In addition to the normal water retention,
the pond functions as a detaining facility with water level rising and falling to
accommodate the results of rainfall which in turn eliminates the flooding that had
occurred in the past.
In addition to these practical features, the pond provides a greatly enhanced
aesthetic appearance. Often this type of pond is characterized as an important
amenity for up-scale developments. Here the pond provides utilitarian functions
and serves as a very unique enhancement to a regular neighborhood.

AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE
REIMBURSEMENT REQUEST
At a regular meeting of the City Council of the City of Auburn Hills, Oakland County, Michigan,
held in the Council Chambers at 1827 N. Squirrel Road, Auburn Hills Ml 48326 at 7:30 p.m., on tne 151h
day of December. 2003
The following resolution was offered by Council Memoer Knight and supported by Council
Member McDonald:
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established an Environmental Infrastructure Fund Program to assist
Oakland County cities, villages and townships in addressing clean water and storm water neec's; and
WHEREAS Oakland County's Environmental Infrastructure Fund Program authorizes Oakland
County cities, vfflages and townships to apply for reimbursement of eligible expenses incurred in
connection witn environmental remediation or improvements ;elating to ground and/or surface water,
water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a
city, village or township road project; and
WHEREAS the City of Auburn Hills, Oakland County, Michigan has incurred expenses in
connection with environmental remediation or improvement projects beiieved to be eligible fcr
reimbursement under Oakland County's Environmental Infrastructure Fund Program.
NOW THEREFORE BE :T RESOLVED that this Council authorizes arc directs its City Manager,
as agent for tne City of Auburn Hiris, in the manner and to the extent provided for under Oakland County
Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible
environmental remediation or improvement project expenses under Oakland County's Environmental
Infrastructure Fund Program.

Dear Mr. Ross:
Enclosed for your use, is a copy of the revised estimate of project cost based on bids received on
February 16, 1999. Please note that the revised estimated project cost has decreased $984,000 from
our previous April 7, 1998 estimate.
Orchard, Hiltz & McCliment, Inc. has recommended that this office award the construction contract
to the low bidder, Dan's Excavating, Inc. This office concurs with this recommendation. We have
requested that Orchard, Hiltz & McCliment, Inc. proceed with the preparation of the contract books
with the intention of having the Drainage Board for the Vinewood Drain award and execute the
contract at the March 16, 1999 Drainage Board meeting.
Prior to executing the contract, the City of Auburn Hills must forward the amount of $2,191.035.44
to this office, which is the balance of the City of Auburn Hills apportioned cost for the project. As
previously discussed, unused construction funds advanced to this office by the City of Auburn Hills
will be returned to the City after all construction related costs have been paid.
