JOINT RESOLUTION Y
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#04126 on June 7, 2004, reports with a recommendation that the resolution be adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

Miscellaneous Resolution # 04 126

RE: Board of Commissioners - Support for House Joint Resolution Y
TO: Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS local units of government receive revenue sharing payments from the State
of Michigan that are critical to providing local public services; and
WHEREAS cities, villages and townships receive approximately one-half of their revenue
sharing payments from constitutionally dedicated State sales tax collections, which are
distributed to local units of government based on population - known as "constitutional"
revenue sharing; and
WHEREAS "statutory" revenue sharing applies a multi-part formula based on a number
of factors, including taxable value, population and unit type; and
WHEREAS counties receive all of their revenue sharing statutorily - which due to State
budget shortfalls - these annual statutory revenue sharing appropriations have
experienced dramatic reductions; and
WHEREAS House Joint Resolution Y proposes an amendment to the State Constitution
of 1963, by amending Section 10 of Article IX, to require that a portion of the revenue
sharing revenues that counties receive be distributed on a per capita basis and
constitutionally protected; and
WHEREAS House Joint Resolution Y requires a two-thirds (2/3) vote in both the Michigan
House and Senate to authorize the constitutional amendment to go before the voters in the
State of Michigan.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby supports the language in House Joint Resolution Y, amending Section 10 of Article
IX in the 1963 State Constitution and urges immediate passage by the Michigan
Legislature.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners requests
the Oakland County Clerk to forward copies of this adopted resolution to the Michigan
House Committee on Appropriations, the Oakland County Delegation to the State
Legislature, the Michigan Association of Counties and Oakland County's Legislative
Lobbyists.
