IN RE: HUMAN RESOURCES DEPARTMENT - SALARY ADMINISTRATION PLAN SECOND
QUARTERLY REPORT FOR FY2004
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Plan approved by the Board of
Commissioners for Grades 1 - 21 provides for a process for departments and
employees to request a review of the salary grade placement of classifications;
and
WHEREAS the Second Quarterly Report for FY2004 identifies the job studies
conducted and the salary grade changes recommended by the Human Resources
Department after completion of this review process; and
WHEREAS funds have been established in the Classification and Rate Change
fund to implement salary grade changes resulting from Salary Administration
Quarterly Report recommendations.
NOW THEREFORE BE IT RESOLVED that the Oakland Board of Commissioners
authorizes implementation of the Salary Administration Plan Second Quarterly
Report for FY 2004, which includes the following classification changes:

FOR FY 2004
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above
referenced resolution and finds:
1. The Human Resources Department, with approval from the Board of
Commissioners, provides a process for departments and employees requesting a
review of the salary grade placement classifications for Grades 1 - 21.
2. The total annual cost of the recommended salary grade changes for General
Fund/General Purpose positions is $25,995 for FY 2005. The impact on the
remainder of FY 2004 is $6,998.
3. Funds have been established in the Classification and Rate Account to
implement salary grade changes resulting from the Salary Administration
Quarterly Report recommendations for General Fund/General Purpose positions.
4. The remaining salary grade changes are Proprietary Funded positions and will
be funded as follows:

5. The Salary Administration Report also includes four (4) positions approved
for classification changes, but does not include a salary grade change.
There is no fiscal impact related to these position changes.
6. The salary grade and reclassification changes will also be included in the FY
2005 and FY 2006 County Executive Recommended Budget.
7. A budget amendment is recommended for FY 2004 as follows:
