MISCELLANEOUS RESOLUTION # 04043

IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE VILLAGE OF MILFORD - FISCAL YEAR 2003 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, The Village of
Milford has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS The Village of Milford is requesting reimbursement for
expenses directly related to the Old Plank Road Landfill Remedial
Investigation; and
WHEREAS the FY 2003 authorized amount of funding for The Village
of Milford is $22,649.48 from the Environmental Infrastructure Fund as
repayment to The Village of Milford for expenses incurred in connection
with environmental remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by The Village of Milford
as eligible for reimbursement from the Environmental Infrastructure
Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2003
appropriation in the amount of $22,649.48 from the Environmental
Infrastructure Fund (Account #90-263215-41000-3985) to repay The
Village of Milford for expenses incurred with the Old Plank Road
Landfill Remedial Investigation, once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.
The Chairperson referred the resolution to the Finance Committee. There were no objections.

Dear Mr. Ott:
Attached is an invoice paid by the Village of Milford for which we are requesting
reimbursement through the Environmental Infrastructure Fund. The invoice is for
the installation of three gas probes and three groundwater-monitoring wells, as
well as two sampling surveys.
The total requested for reimbursement is $22,649.48. If you have any questions

RESOLUTION 04-003
AUTHORIZING ENFIRONMENTAL INFRASTRUCTURE FUND EXPENSE
REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive,
the Oakland County Board of Commissioners has established an Environmental
Infrastructure Fund Program to assist Oakland County cities, villages and
townships in addressing clean water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program
authorizes Oakland County cities, villages, and townships to apply for
reimbursement of eligible expenses incurred in connection with environmental
remediations or improvements relating to ground and/or surface water, water
supply, sewer and/or surface water, water supply, sewer and/or drainage
systems and/or water pollution control efforts incurred as part of a city, village, or
township road project; and
WHEREAS, the Village of Milford, Oakland County, Michigan has incurred
expenses in connection with an environmental remediation or improvement
project believed to be eligible for reimbursement under Oakland County's
Environmental Infrastructure Fund Program.
NOW, THEREFORE, BE IT RESOLVED, that this Council authorizes and
directs its Treasurer as agent for the Village of Milford in the manner and to the
extent provided for under Oakland County Board of Commissioner Miscellaneous
Resolution 99093 to request reimbursement of eligible environmental
remediation or improvement project expenses under Oakland County's
Environmental Infrastructure Fund Program.

PROJECT DESCRIPTION
REMEDIAL INVESTIGATION OF GROUNDWATER
CONTAMINATION ISSUES RELATING TO THE FORMER OLD
PLANK LANDFILL
In November 2002, the Michigan Department of Environmental Quality (MDEQ)
notified the Village of Milford and Milford Township and the Road Commission for
Oakland County that response activities relating to the former Old Plank Road
Landfill were necessary.
The project consists of the installation of up to three gas probes and up to three
groundwater monitoring wells, as well as the completion of two sampling surveys.
Total cost is estimated at $54,270.00.

reviewed the above referenced resolution and finds:
1. Annual funding of $22,649.48 is available in the
Environmental Infrastructure Fund for FY 2003 to reimburse
the Village of Milford for this project; no additional
appropriation is required.
2. The Committee recommends adoption of this resolution.
