IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
THE VILLAGE OF BINGHAM FARMS — FISCAL YEAR 2002 AND 2003 ALLOCATIONS
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per
Miscellaneous Resolution #99093 in an effort to increase the share of
dollars flowing into infrastructure projects for the County and its
cities, villages and townships (CVTs); and
WHEREAS pursuant to the Disbursement Policy, the Village of
Bingham Farms has submitted a resolution of authorization to the County
for reimbursement of expenses incurred in connection with an eligible
environment remediation of improvement project; and
WHEREAS the Village of Bingham Farms is requesting reimbursement
for expenses directly related to the Old Stage Road and Coach Light
Lane Drainage Improvement Project; and
WHEREAS the FY 2002 and FY 2003 authorized amount of funding for
the Village of Bingham Farms is $12,097.25 annually from the
Environmental Infrastructure Fund as repayment to the Village of
Bingham Farms for expenses incurred in connection with environmental
remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the Village of Bingham
Farms as eligible for reimbursement from the Environmental
Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes a FY 2002 and FY
2003 appropriation in the amount of $12,097.25 annually from the
Environmental Infrastructure Fund (Account #90-263226-41000-3985) to
repay the Village of Bingham Farms for expenses incurred in connection
with environmental remediation or improvement projects, once proper
invoices are presented.

Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution
(MR) 99093, the Village of :Bingham Farms hereby reuests reimbursement under
Oakland County's Environmental Infrastructure Fund Program for expenses to be
incurred in connection with an eligible environmental Infrastructure Fund
Program, remediation or improvements project undertaken by our Village.
Attached in support of this request are the following:
1. ATTACMENT A: PROJECT DESCRIPTION
Attached is a short project description Indicating the nature and
scope of the project, estimated or actual costs, and detailing new the
project expenses will be incurred in connection with an environmental
remediation or improvement relating to ground and/or surface water,
water supply, sewer and/or drainage systems or water pollution control
efforts incurred as part of a road project.)
2. ATTACHMENT B: GOVERN:NG BODY RESOLUTION
The Village of Bingham Farms understands that the review and processing of
this reimbursement request will be governed by the provisions of MR 99093,
and certifies that all expenses submitted for reimbrsement will be incurred
in connection with a qualifying environmental remediation or improvement_

Environmental Infrastructure Fund
Resolution # 20
WHEREAS, upon the recommendation of the Oakland County
Executive, the Oakland County Board of Commissioners has
established an Environmental Infrastructure Fund Program to
assist Oakland County cities, villages and townships in
addressing clean water and storm water needs; and
WHEAREAS Oakland County's Environmental :nfrastructure Fund
Program authorizes Oakland County cities, villages and townships
to apply for reimbursement of eligible expenses incurred in
connection with environmental remediations or improvements
relating to ground and/or surface water, water supply, sewer
and/or drainage systems and/or water pollution control efforts
incurred as part of a city, village or township road project and
WHEREAS the Village of Bingham Farms, Oakland County, Michigan
has incurred expenses in connection with environmental
remediation or improvement project(s) believed to be eligible
for reimbursement under Oakland County's Environmental
Infrastructure Fund Program.
NOW THEREFORE BE IT RESOLVED that this council authorizes and
directs its Administrator, as agent for the Village of Bingham
Farms, in the manner and to the extent provided for under
Oakland County Board of Commissioner Miscellaneous Resolution
99093, to request reimbursement of eligible environmental
remediation or improvement project expenses under Oakland
County's Environmental Infrastructure Fund Program.

Pursuant to Rule XII-C of this Board, The Finance Committee has
reviewed the above referenced resolution and finds:
1. Funding of $12,097.25 is available in the Environmental
Infrastructure Fund for FY 2002 and FY 2003 to reimburse
the Village of Bingham Farms for this project; no
additional appropriation is required.
2. The Committee recommends adoption of this resolution.
