Suarez, District #24 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF TROY - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #04120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Troy has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the City of Troy is $30,057.91 from the West Nile Virus Fund as repayment to the City of Troy for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Troy as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of $30,057.91 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Troy for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution 04120 (they are currently missing expense invoices) and in compliance with at least one of the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. Larviciding of retention ponds, open drains and parks shall begin in May and be reapplied every thirty days for a total of four (4) applications. C. Excluding Lloyd A. Stage Nature Center, all subject areas are to be sprayed with the appropriate adulticide once each of the following months: May, June, July, August, and September. At no time shall the Lloyd A. Stage Nature Center be sprayed! D. Additional pesticide applications on all or part of the subject areas may be called for. Cost per acre per application will hold for additional sprayings. E. Residential ROW curb catch basins to be treated once with 150-day briquette. F. Fathead minnow will be seeded by City Staff on River Day. General Specifications — continued City of Troy - Mosquito Control 3. Spraying: A. Applications shall be made by ultra low volume misting at 3.5 PSI or better. B. All areas shall be retreated at no cost, due to adverse weather conditions within six (6) hours of application. C. Drains! streams shall be sprayed in an area starting at the centerline of the drain/stream and extending out twenty-five (25) feet on either side. 4. Larviciding: A. Parks/golf courses, all vernal pools, detention / retention areas (engineered or naturally occurring), fore bays, filtering areas, streams/drains and any other area! object that by its nature allows the breeding of mosquitoes, shall receive larvicide treatments. B. All park drainage/parking lot sumps are to be treated. C. Open drains/streamishall receive larvicide coverage in an area starting at the centerline of the drain/stream and extending out fifteen (15) feet on either side. D. Lower 2/3 of each retention pond shall receive larvicide. 5. Pesticide Products: • Larvicide: VectoLex CG for Retention ponds, open drains and parks Altoside XR Briquets (Extended Release Briquets) — sumps only • Adulticide: Biomist 4 + 12 Anvil 2+2 (for areas around streams, drains, and other open bodies of water) • , Biological: Fathead Minnows Resolution #04203 August 26, 2004 The Chairperson referred the resolution to the General Government Committee and the Finance Committee. FISCAL NOTE (MISC. #04203) September 22, 2004 BY: FINANCE COMMITTEE, CHUCK MOSS, CHAIRPERSON IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF TROY - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. Funding of $30,057.91 is available in the West Nile Virus Fund for FY 2004 to reimburse the City of Troy for this project; no additional appropriation is required. 2.
