Scott, District #5 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF KEEGO HARBOR - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #04120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVT8) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Keego Harbor has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the City of Keego Harbor is $945.57 from the West Nile Virus Fund as repayment to the City of Keego Harbor for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Keego Harbor as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of $945.57 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Keego Harbor for expenses incurred in connection with the mosquito control project, once proper invoices are presented. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. Based on the information that we obtained, including the average water depths of the pond, size of the pond and the algae condition, we recommend the following systems • Install a (1) HP Air-O-Lator 8V fountain in the desired location of the pond to maximize the improvements that we discussed • Install (2) 1/2HP Air-O-Lator 4V fountains in the desired location of the river pond to maximize the improvements that we discussed. Moore City Clerk-Treasurer July 1.8, 2003 RESOLUTION 03-82 AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST Council Member Maxwell moved, supported by Council Member Wood, the following: WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages, and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland county cities, villages, and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediation or improvements relating to ground and/or surface water, water supply sewer and/or drainage systems and/or water pollution control effects incurred as part of a city, village, or township road project; and WHEREAS, the City of Keego Harbor, Oakland County, Michigan will be incurring expenses in connection with the following environmental improvement project(s) believed to be eligible for reimbursement of the $52,950.20 allocation, not including city labor, under Oakland County's Environmental Infrastructure Fund Program. 1. Purchase of culverts and storm covers to eliminate the open ditches throughout the city and help prevent West Nile Virus. 2. Re-paving section of Kenrick Street to assist in storm water runoff and to eliminate present standing water to aid in the prevention of West Nile Virus. 3. Re-paving of the parking lot at Fran Leaf Park to aid in draining off existing standing water to help in the prevention of West Nile Virus. 4. The city is initiating a public awareness through cable television on making residents aware of standing water and the removal of the water. City staff from the Department of public works will administer a slow-release larvicide application to public catch basins. The city will use a water-soluble pouch and briquettes in the catch basins. This application will destroy the mosquito larva and prevent adult mosquito emergence. To date, we have incurred $183.34 for 1 case of Vectolex packets to be used for the larvicide applications to public catch basins, storm drains and ditches. All receipts are attached.
