MISCELLANEOUS RESOLUTION 104213 BY: David Coulter, District #25 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF FERNDALE - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #04120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Ferndale has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the City of Ferndale is $7,473.75 from the West Nile Virus Fund as repayment to the City of Ferndale for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Ferndale as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of $7,473.75 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Ferndale for expenses incurred in connection with the mosquito control project, once proper invoices are presented. April 1 st — Begin cleaning catch basins (100 per week); total of 2,500 catch basins in the city. Estimated labor and equipment rental cost: $111,328 2. 1st week of May — Larviciding of catch basins; all to be done in a week's time by starting on the clean ones first and will continue until all are treated; at this point cleaning will be stopped. (1) Material cost for Vectolex bulk: $208 and (2) for Altosid briquets: $7,038 3. 3rd to 4th week of May — Start setting traps in various locations around the city. Estimated labor/equipment rental cost: $3,300 4. A record of all of the mosquito abatement activities will be kept on our GIS program. Estimated labor cost: $1,300 5. The DPW Spring Newsletter contains information to all residents on what can be done around their properties to alleviate all standing water and possible breeding sites; there will be a second packet of information sent out in May with the annual water quality report. 6. Dipping of catch basins will be carried out throughout the season; we will be tracking twelve sites for larva activity (three sites in each quadrant of the city). Photiades, DPS Director ATTACHMENT B CITY OF FERNDALE RESOLUTION Moved by Councilwoman Weber, seconded by Councilman Covey, to adopt the following Resolution: Upon the recommendation of the Oakland County Executive, the Oakland Board of Commis. sioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and Oakland County's West Nile Virus Fund Program authorized Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred for personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and The City of Ferndale, Oakland County, Michigan has incurred expenses for mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. RESOLVED that this Council authorizes and directs its DPW Director as agent for the City of Ferndale, in the manner and to the extent provided under Oakland County Board of Commissioner Miscellaneous Resolution 03060, to request reimbursement of .eligible mosquito-control activity under Oakland County's West Nile Virus Fund Program.
