Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#04214 on September 13, 2004, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF
HAZEL PARK - FISCAL YEAR 2004 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #04120 approved the extension of the West Nile
Virus Fund for FY 2004; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of Hazel
Park has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2004 authorized amount of funding for the City of
Hazel Park is $6,340.46 from the West Nile Virus Fund as repayment to
the City of Hazel Park for expenses incurred in connection with
mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland 'County Board of
Commissioners approves the project- submitted by the City of Hazel Park
as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2004
appropriation in the amount of $6,340.46 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the City of Hazel Park for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from the City of
Hazel Park dated April 13, 2004. After having reviewed their documentation, I
find them in compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 04120 and in compliance with at least one of the four
major categories for reimbursement. This letter will, therefore, certify that all
expenses submitted for reimbursement are for qualifying mosquito control

2004 Mosquito Abatement Program
West Nile Virus Abatement Program
Objective:
Reduce the amount of mosquito larvae in the public right of way that have the potential to
infect the general public with West Nile Virus.
Method:
Mosquito habitat eradication
(e.g., elimination of tire stockpiles, vacuuming of catch basins)
Mosquito larviciding all major streets, planned for May 2004, weather permitting.
Personal mosquito protection measures/activity. Purchased DEET
Public Education & Community Outreach
Objective:
To increase public awareness of West Nile Virus and mosquito control, and educating our
residents to actively take steps to reduce the risk of West Nile Virus through reduction in
standing water and through personal protection.
Method:
Through community brochures, cable access, city web site, local newspapers, press
releases, code enforcement efforts.
Messages communicated:
City's mosquito management plan
Disease and prevention awareness
Importance and contact number for reporting dead birds
Encouraging residents to report potential mosquito breeding sites
Reduce, Repel, Report!

West Nile Virus Fund Expense Reimbursement Request
Whereas, the Mayor and City Council of the City of Hazel Park support the efforts
of Oakland County in its elimination of the West Nile Virus; and
Whereas, the concentrated outbreak of West Nile Virus cases in Oakland County
merit instituting proactive public health measures, such as personal protection along
with habitat eradication, larviciding and focused mosquito spraying to reduce the
population of infected mosquitoes in the environment; and
Whereas, the Mayor and Council of the City of Hazel Park plan to continue its
support of such programs for the protection of its residents; and
Therefore, Be It Resolved, the Mayor and City Council of Haz,e1,,Park on behalf of
not only its own residents but those of neighboring cities, respectfully request
mutual assistance from the Oakland County's West Nile Virus Fund Program as to
help protect the health, safety and welfare of the people of Oakland County and
residents of the City of Hazel Park.

Mosquito Control Program
MOSQUit0 Facts
Females are the only mosquitoes that bite. They require a
human or animal's blood to nourish their eggs. They
rroduce many batches of eggs and constantly need new
blood to reproduce often. Mosquitoes bite a variety of
hosts-birds, dogs, horses, cattle, and people.
Mosquito Life Cycle
Mosquitoes undergo four stages of development: egg,
larva, pupa, and adult. Virtually any natural or man-made
collection of standing water left untreated can support
mosquito development.
How to Prevent Infection
11n• Wear long-sleeved shirts and long pants and use netting
over strollers and playpens when outdoors.
ln Apply insect repellent to exposed skin. An effective
repellent will contain the active ingredient DEET
(N,N-diethyl-m-toluamide). Follow the manufacturer's
directions for use on the label.
n Avoid areas that are known mosquito habitats during
early morning and evening hours.
Remember the Three R's
Reduce areas where mosquitoes breed.
Repel to protect yourself against mosquitoes.

Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funding of $6,340.46 is available in the West Nile Virus
Fund for FY 2004 to reimburse the City of Hazel Park for
this project; no additional appropriation is required.
2. The Committee recommends adoption of this resolution.
