GENERAL GOVERNMENT COMMITTEE 1/: tcai General Government Committee Vote: Motion carried on a roll call vote with Scott absent. - MISCELLANEOUS RESOLUTION #04218 BY : Bill Bullard, Jr., District #2 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF HOLLY - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #04120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Village of Holly has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the Village of Holly is $2,346.03 from the West Nile Virus Fund as repayment to the Village of Holly for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Village of Holly as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of $2,346.03 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the Village of Holly for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in compliance with Oakland County Board of Commissioners Miscellaneous Resolution 04120 and in compliance with at least one of the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. Powers, CMC-CPFA Clerk-Treasurer enclosures RESOLUTION 2004-60 RESOLUTION AUTHORIZING WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measurers/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, the Village of Holly, Oakland County, Michigan has incurred expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. NOW THEREFORE BE IT RESOLVED, that this Village Council of the Village of Holly authorizes and directs its Village Manager, Tom Ault, as agent for the Village of Holly, in the manner and to the extent provided under Oakland County Board of Commission Miscellaneous Resolution #04120, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. Powers, CMC-CPFA Clerk-Treasurer PROJECT DESCRIPTION MOSQUITO CONTROL FOR THE VILLAGE OF HOLLY The Village of Holly will contract with a professional pest control company to insert 150 day larvacide briquets in all street catch basins with the village. The product will be inserted in mid to late May as mosquitoes begin to emerge as adults in this area. The estimated cost for the project is $1,863.00. An R97-03/002 Certification from the Michigan Department of Environmental Quality has been received by the Village of Holly.
