MISCELLANEOUS RESOLUTION #04221 - BY : Helaine Zack, District #22 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF HUNTINGTON WOODS - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #04120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Huntington Woods has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the City of Huntington Woods is $2,132.50 from the West Nile Virus Fund as repayment to the City of Huntington Woods for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Huntington Woods as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes ,the FY 2004 appropriation in the amount of $2,132.50 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Huntington Woods for expenses incurred in connection with the mosquito control project, once proper invoices are presented. Education: The department is undertaking a concerted effort to educate Huntington Woods residents about the West Nile Virus and what they should be doing around their homes to eliminate potential breeding areas for culex mosquitoes. a. A letter has gone out to all clubs and organizations offering to have someone speak to the group. b. Written material has been developed and is being distributed to groups and organizations when requested. In addition, these will be available at city offices towards the end of April. Culex mosquitoes begin to hatch around May 15. c. Information is available on the city web site with links to both county information and the US Department of Agriculture West Nile Virus information. Larvicide: A program for treatment and monitoring of city catch basins will be implemented again this year. As part of this program, DPS will: a. Clean every city catch basin during the month of April and early May. b. Treat every catch basin with Altosid XR-Briquets, a larvicide which offers up to 150 days of control. We will be dipping certain catch basins to determine the optimum time to apply the larvicide. c. Monitor (dip) approximately five catch basins throughout the city and several gatewells to check for the presence of mosquito larvae and pupa. In addition, we will monitor these samples tO see if the larvicide is effective. d. Offer 1-LW businesses to treat catch basins at commercial locations with larvicide. 3. Code Enforcement and Public Services employees will work with residents to eradicate potential breeding areas identified on private property throughout Huntington Woods. 4. Develop lines of communication with Rackham Golf Course so that the city is aware of their efforts to control the spread of West Nile Virus. Program to combat the spread of West Nile Virus Report to the Commission March 16, 2004 Page 2 Cost Projection: The budget for the city program to combat the spread of West Nile Virus has been set at $5,000.00 which includes but is not limited to: 1. The purchase of the Altosid XR-Briquets. There are approximately 850 catch basins in Huntington Woods which will need to be treated with these briquets. We have entered into the bid process through the City of Ferndale. It is our understanding that the price of the Altosid XR-Briquets will be $586.53 per case and no one expects the price to be lower regardless of the fact that the combined bid covers many cities and a large quantity of the material. Thus the cost to the city for the Altosid XR-Briquets will be $2346.12. We are eligible for reimbursement from Oakland County in the amount of $2l32.5Q which will cover a substantial part of the cost to larvicide our catch basins. Attached is a resolution authorizing a request to Oakland County for reimbursement for monies spent to combat West Nile Virus. Staff time, including some possible OT, to clean the city catch basins, apply the Altosid XR- Briquets and monitor the catch basins for the presence of larvae. 3. The cost of updating educational materials and their distribution. 4. Purchase of and placement of warning signs urging residents to protect themselves against mosquitoes in city common areas. Gillham, Mayor RESOLUTION R-02-04 A RESOLUTION OF THE CITY OF HUNTINGTON WOODS, MICHIGAN AUTHORIZING A REQUEST FOR REIMBURSEMENT FOR MONIES SPENT TO COMBAT WEST NILE VIRUS WHEREAS, the City of Huntington Woods has embarked on a program to combat West Nile Virus; and WHEREAS, this program will include a concerted effort to educate the public and eliminate areas of standing water throughout the City; and WHEREAS, the Department of Public Services will identify, eliminate or treat possible culex mosquito breeding areas in the City; and WHEREAS, the Department of Public Services has identified City catch basins as a potential breeding ground for culex mosquitoes, a major carrier of West Nile Virus, and has embarked on a program to clean and larvicide's all City catch basins; and WHEREAS, the Altosid XR-Briquettes which offer up to 150 days of control are deemed most appropriate for this application; and WHEREAS, the City of Huntington Woods has joined with other cities to purchase these briquettes through an open bidding process; and WHEREAS, it is our best judgment that these briquettes will cost $2.66 each again this year. NOW, THEREFORE BE IT RESOLVED, that the City of Huntington Woods authorizes the City Manager to request partial reimbursement from Oakland County in the Amount of $2,132,50 for the purchase of at least 850 Altosid XR-Briquettes. Method: I. Each catch basin will receive a treatment of water borne insecticide beginning in April and again in August. Adulticiding Adulticiding is the method used to kill adult mosquitoes. Truck-mounted spray units are sent to designated areas where there is evidence of high mosquito populations. Spraying is conducted during the evening and is stopped during periods of heavy winds, precipitation, or cooler temperatures. Focus spraying of certain local parks will be done if necessary. How to Prevent Infection ln Wear long-sleeved shirts and long pants whenever you are outdoors Apply insect repellent to exposed skin. An effective repellent will contain the active ingredient DEET (N,N-diethyl-m-toluamide). Follow the manufacturer's directions for use on the label. Avoid areas that are known mosquito habitats during early morning and evening hours. Reduce areas where mosquitoes breed. Repel to protect yourself against mosquitoes.
