Patterson, Chairperson IN RE: MR #04222 — BOARD OF COMMISSIONERS — WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF OAKLAND — FISCAL YEAR 2004 ALLOCATION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: The General Government Committee, having reviewed Miscellaneous Resolution #04222 on September 13, 2004, reports with a recommendation that the resolution be adopted. GENERAL GOVERNMENT COMMITTEE General Government Committee Vote: Motion carried on a roll call vote with Scott absent. - MISCELLANEOUS RESOLUTION #04222 BY : Eric Wilson, District #3 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF OAKLAND - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #04120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Charter Township of Oakland has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the Charter Township of Oakland is $9,138.54 from the West Nile Virus Fund as repayment to the Charter Township of Oakland for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Charter Township of Oakland as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of $9,158.54 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the Charter Township of Oakland for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution #04120 and in partial compliance with at least one of the four major categories for reimbursement. This letter will certify, therefore, that the expenses to be submitted for reimbursement are for qualifying mosquito control projects. I do not have actual invoices for these services at this time. Was planning on larviciding of catchbasins again (Mid to late May), New Jersey Light Traps (hang late May), 3 or 4 ?? last year we ran 3, I think that is sufficient, we might be better off redirecting that funding towards some localized adulticiding if the need arises throughout the season. Dry ice baited CDC style trapping again floating around the township at various locations throughout the season. Obviously, we're all hoping to have faster results for West Nile testing from MSU. I did just last week receive the last of my results from my 03 mosquitoes. Dr. Walker did express at the Mich Mosq Conf that a new faster method of testing will be used this year and hopefully turn around time on samples will be about a week.
