Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#04224 on September 13, 2004, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

IN RE; WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER
TOWNSHIP OF WATERFORD - FISCAL YEAR 2004 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #04120 approved the extension of the West Nile
Virus Fund for FY 2004; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Charter Township
of Waterford has submitted a resolution of authorization to the County
for reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2004 authorized amount of funding for the Charter
Township of Waterford is $27,820.13 from the West Nile Virus Fund as
repayment to the Charter Township of Waterford for expenses incurred in
connection with mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Charter Township of
Waterford as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2004
appropriation in the amount of $27,820.13 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Charter Township of
Waterford for expenses incurred in connection with the mosquito control
project, once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request for Waterford Township dated
June 24, 2004. After having reviewed their documentation, I find them in partial compliance
with Oakland County Board of Commissioners Miscellaneous Resolution #04120 and in
compliance with at least one of the four major categories for reimbursement. This letter will
certify, therefore, that the expenses to be submitted for reimbursement are for qualifying
mosquito control projects. I do not have actual invoices for these services at this time. Should
you have any questions, please direct them to me at 248-85-1410.

Dear Mr. Soave:
In accordance with Miscellaneous Resolution # 03060, enacted by the Oakland County
Board of Commissioners, please find the resolution authorizing the reimbursement
request adopted by Waterford Township's Board of Trustees.
In our attempts to educate the residents, we will be preparing informational fliers that,
over the next several months, will be sent to virtually all the residents within the
Township advising them of methods that can be used to minimize the possibility of being
bitten by a mosquito carrying the WNV. Currently, we are working with a pest
management professional, who will be larviciding areas which may be susceptible to the
breeding of the Culex mosquito. A focused adult mosquito insecticide spraying program
within designated Township green areas will also be organized and implemented, if the
need presents itself.

RESOLUTION AUTHORIZING THE USE OF ADVANCED PEST
MANAGEMENT TO ASSIST IN THE PREPARATION OF AN
ENVIRONMENTAL MOSQUITO MANAGEMENT PROGRAM
WHEREAS, the presence of West Nile Virus has been confirmed in the Township and
surrounding communities within Oakland County; and
WHEREAS, the Oakland County Board of Commissioners has enacted Miscellaneous
Resolution # 03060 allocating funds to help combat West Nile Virus; and
WHEREAS, the Township has been allocated $27,802.13 by the aforementioned
Miscellaneous Resolution # 03060; and
WHEREAS, the Township desires to implement a Environmental Mosquito Management
Program to decrease the potential of residents contracting West Nile Virus; and
WHEREAS, implementation of an Environmental Mosquito Management Program
requires specialized knowledge and equipment not currently available within the
Township;
NOW, THEREFORE, BE IT RESOLVED that the Building and Engineering
Department, under the direction of the Township Supervisor, is authorized to utilize the
services of Advanced Pest Management, located in Fenton, Michigan, to assist in the
preparation and implementation of an Environmental Mosquito Management Program,
and
BE IT FURTHER RESOLVED that all costs associated with the work performed by
Advanced Pest Management will be submitted for reimbursement to the Oakland County
Board of Commissioners in accordance with their Miscellaneous Resolution # 03060.

reviewed the above referenced resolution and finds:
1. Funding of $27,820.13 is available in the West Nile Virus
Fund for FY 2004 to reimburse the Charter Township of
Waterford for this project; no additional appropriation is
required.
2. The Committee recommends adoption of this resolution.
