Patterson, Chairperson IN RE: MR #04226 — BOARD OF COMMISSIONERS — WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF FRANKLIN — FISCAL YEAR 2004 ALLOCATION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: The General Government Committee, having reviewed Miscellaneous Resolution #04226 on September 13, 2004, reports with a recommendation that the resolution be adopted. Chairperson, on behalf of the General Government Committee, I move acceptance of the foregoing report. Law, District #17 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF FRANKLIN - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #04120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Village of Franklin has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the Village of Franklin is $1,290.18 from the West Nile Virus Fund as repayment to the Village of Franklin for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Village of Franklin as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of 51,290.18 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the Village of Franklin for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After baying reviewed their documentation, I find them in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution 04120 (they are currently missing expense invoices) and in compliance with the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. Law, Commissioner, District #17 Village Council Present: Absent: 32325 Franklin Road, Franklin, Michigan 48025 FAX: (248) 626-0538 (248) 626-9666 VILLAGE OF FRANKLIN COUNTY OF OAKLAND, MICHIGAN At a regular meeting of the Village Council of the Village of Franklin, County of Oakland, Michigan, held in said Village on the 12th day of July 2004, there were: Mark Jahnke, Fred Gallasch, Randy McElroy, Ralph Sosin, Alan Harnisch, William Lamott Brian Coyer The following resolution was offered by Sosin, seconded by Lamott: Resolution Authorizing West Nile Virus Fund Expense Reimbursement Request, as follows: WHEREAS, upon the recommendation of the Oakland County executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHEREAS Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS the Village of Franklin, Oakland County, Michigan as incurred expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. NOW THEREFORE BE IT RESOLVED that this Council authorizes and directs its Administrator, as agent for the Village of Franklin, in the manner and to the extend provided under Oakland County Board of Commissioner Miscellaneous Resolution 03060, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. Pulker, Village Clerk WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST PROJECT DESCRIPTION The Village of Franklin is to provide Larvicide to Villagers who request it, in both a granular form and briquets. The two products chosen by the Village are: 13.t.i. Briquets by Sununitt Chemical Company (EPA Registration #6218-47) and Pre Strike Granules by Wellmark (EPA Registration #2724-451). The Village has notified Villagers of the availability of this product at the Village office during the Village Council meetings which are taped and broadcast on the Bloomfield 15 cable station and also in the Village Council's publication "The Quorum". The Village of Franklin is anxious to provide these products to Villagers to control the mosquito larvae in our many ponds, rivers and wetlands. Many Villagers also have swimming pools and landscaping features that are also in need of these products. FISCAL NOTE (MISC. #04226) September 22, 2004 BY: FINANCE COMMITTEE, CHUCK MOSS, CHAIRPERSON IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF FRANKLIN - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. Funding of $1,290.18 is available in the West Nile Virus Fund for FY 2004 to reimburse the Village of Franklin for this project; no additional appropriation is required. 2. The Committee recommends adoption of this resolution. FINANCE COMMITTEE /1e4 Sf FINANCE COMMITTEE Motion carried unanimously on a roll call vote with Webster absent.
