Chairperson, Ladies and Gentlemen:
The General Government Committee, having reviewed Miscellaneous Resolution
#04231 on September 13, 2004, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF
OXFORD - FISCAL YEAR 2004 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #04120 approved the extension of the West Nile
Virus Fund for FY 2004; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Village of
Oxford has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2004 authorized amount of funding for the Village
of Oxford is $1,315.28 from the West Nile Virus Fund as repayment to
the Village of Oxford for expenses incurred in connection with mosquito
control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Village of Oxford
as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED at the Board authorizes the FY 2004
appropriation in the amount of $1,315.28 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Village of Oxford for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from the Village
of Oxford dated May 20, 2004. After having reviewed their documentation, I find
them in partial compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 04120 (they are currently missing expense invoices)
and in compliance with at least one of the four major categories for
reimbursement. This letter will, therefore, certify that all expenses submitted for
reimbursement are for qualifying mosquito control projects. Should you have any

RE: 2004 West Niles Plan for the Village of Oxford
Dear Mr. Soave,
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR)
03060, the Village of Oxford hereby is submitting a West Niles Plan and a Village of
Oxford Council Resolution.
The Village of Oxford will submit an expense invoice no later than September 1, 2004.
Attached in support of the West Niles Program are the following:
1. Attachment A: Project Description/Public Awareness
2. Attachment B: Village Council Resolution
3. Attachment C: Cost Estimate for Larvacide
The Village of Oxford understands that the review :Lnd processing of this request will be
governed by the provisions of MR 03060, and certifies that all expenses submitted for
reimbursement were incurred for a mosquito control project.

Attachment A: Project Description/Public Awareness
The Village of Oxford is focusing its West Niles Prevention program on public education
and prevention of mosquito breeding. Public education will include placing information
regarding actions each property owner could take to reduce mosquito breeding sites. This
information will be in the local newspaper, The Oxford Leader, and will also be
published in the Village of Oxford's quarterly newsletter, The Village Voice, which is
distributed to all postal patrons.
In addition to. the publications, the Village of Oxford will be distributing West Nile Virus
information in several of the downtown businesses and on the Village web site.
The Village of Oxford DPW will place slow release larvacide briquettes in all Village
storm water catch basins.

Resolution
Whereas, upon the recommendation of the Oakland County Executive, the Oakland
county Board of Commissioners has established a West Nile Virus Fund Program to
assist Oakland County cities, villages and townships in addressing mosquito control
activities; and
Whereas, Oakland County's West Nile Virus Fund Program authorizes Oakland County
cities, villages and townships to apply for reimbursement of eligible expenses incurred in
connection with personal mosquito protection measures/activities, mosquito habitat
eradication, mosquito larviciding or focused adult mosquito insecticide spraying in
designated community green areas; and
Whereas, the Village of Oxford, Oakland County, Michigan has incurred expenses in
connection with mosquito control activities believed eligible for reimbursement under the
Oakland County's West Nile Virus Fund Prop-am.
Now Therefore Be It Resolved that this Council authorizes and directs its Manager, as
agent for the Village of Oxford. in manner and to the extent provided under Oakland
county Board of Commissioner Miscellaneous Resolution 03060, to request
reimbursement of eligible mosquito control activities under Oakland County's West Nile
Virus Fund Program.

Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funding of $1,315,28 is available in the West Nile Virus
Fund for FY 2004 to reimburse the Village of Oxford for
this project; no additional appropriation is required.
2. The Committee recommends adoption of this resolution.
