TOWNSHIP OF OXFORD - FISCAL YEAR 2004 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #0412C approved the extension of the West Nile
Virus Fund for FY 2004; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Charter Township
of Oxford has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2004 authorized amount of funding for the Charter
Township of Oxford is $8,591.71 from the West Nile Virus Fund as
repayment to the Charter Township of Oxford for expenses incurred in
connection with mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Charter Township of
Oxford as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2004
appropriation in the amount of $8,591.71 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Charter Township of Oxford
for expenses incurred in connection with the mosquito control project,
once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

I am in receipt of a West Nile Virus fund reimbursement request from the Charter
Township of Oxford dated May 28, 2004. After having reviewed their
documentation, I find them in compliance with Oakland County Board of
Commissioners Miscellaneous Resolution 04120 and in compliance with the four
major categories for reimbursement. This letter will, therefore, certify that all
expenses submitted for reimbursement are for qualifying mosquito control

from the Oakland County West Nile Virus Fund for spraying Oxford Township Parks and
placing briquettes in township drainage ditches, catch basins, low areas and stagnant
waters.
The total contract for these services is $24,200.00, which had been mailed earlier
for your review. We are requesting the full available amount through Oakland County to
financially assist the Charter Township of Oxford in this community-protection endeavor
as outlined in our attached Reimbursement Request Resolution.

RESOLUTION AUTHORIZING
WEST NILE VIRUS FUND EXPENSE
REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established a West Nile Virus Fund Program to
assist Oakland County cities, villages and townships in addressing mosquito control
activities; and
WHEREAS Oakland County's West Nile Virus Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses
incurred in connection with personal mosquito protection measures/activity, mosquito
habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying
in designated community green areas; and
WHEREAS the Township of Oxford, Oakland County, Michigan has incurred expenses
in connection with mosquito control activities believed to be eligible for reimbursement
under Oakland County's 2004 West Nile Virus Fund Program.
NOW THEREFORE BE IT RESOLVED that this board authorizes and directs its
Treasurer, as agent for the Township of Oxford, in the manner and to the extent provided
under Oakland County Board of Commissioner Miscellaneous Resolution 03060, to
request reimbursement of eligible mosquito control activity under Oakland County's
West Nile Virus Fund Program

OXFORD TOWNSHIP 2004 WEST NILE VIRUS
RESPONSE PLAN
In an effort to reduce the risks of residents and guests of Oxford Township contracting
mosquito borne diseases, and to reduce the number of mosquitoes residents and visitors
come in contact with, a comprehensive mosquito management plan is being launched.
This effort will take place based on the philosophy of monitoring, larviciding, and
adulticiding.
Monitoring- Larval Monitoring- In and around the three township parks, and other
areas, potential mosquito breeding sites will be mapped, categorized by
habitat, inspected, and treated with larvicide when found breeding.
Larval monitoring will also take place initially in the storm sewer catch
basins along township streets to time the treatment accordingly when the
Culex mosquito begins its breeding activity. While other species are
starting to become infected with West Nile Virus, the Culex mosquito has
been the primary transmitter of West Nile Virus, and is one of the main
targets for this management program.
Adult Monitoring- The adult monitoring will consist of one New Jersey
Light Trap, and a series of dry ice baited CDC style traps.
The New Jersey Trap will be placed at a permanent location for the season
and will be monitored twice a week. Each collection being counted,
sexed, and identified.
The dry ice baited traps will be run at various locations throughout the
township throughout the season. These are portable battery operated traps
that specifically target the predominant species that are historical
transmitters of disease. Each collection being counted, sexed, identified,
and submitted to MSU for testing. Residents are encouraged to volunteer
for potential trapping sites throughout the season.
Larviciding-Upon confirmation of breeding activity, larviciding will be performed in
certain areas. The larvicides to be used in the mapped breeding sites are
Vectobac G (Bti), and Vectolex CG (Bs) both of which are naturally
occurring soil bacterias. Altosid XR briquettes (methoprene) will be used for
larviciding the street catch basins.
Adulticiding
-ULV Adulticiding is the method to reduce the local mosquito populations.
In these situations. ULV Adulticiding will take place in the three township
parks when established monitoring thresholds are reached. The decision to
adulticide will be based on the number of females per trap per night, the
evidence of increased risk of disease transmission, and/or the recognition of a
severe nuisance problem generated by citizen complaints. To obtain the
optimum effectiveness, the scheduling of the ULV application will depend on
appropriate weather conditions, light trap counts, and resident input. The
materials used will be Anvil 2+2 or Mosquitomist 1.5. Both insecticides
offer very low toxicity, low odor, rapid biodegradation, and excellent
mosquito mortality. Further information about insecticides for this mosquito
management program are available at the township offices.
Oxford Township is utilizing Advanced Pest Management (APM) to perform this
mosquito management program. APM, for the past eighteen years has specialized in
performing municipal mosquito control programs. Residents are urged to understand that
this mosquito management program is not designed to rid the township of every
mosquito. Program is a starting point to begin monitoring and documenting what is in
Oxford Township and start to address mosquito situations as they arise. Residents are
encouraged to call APM to volunteer for potential trapping sites.
Residents are again encouraged to practice good housekeeping. The following are tips
for around the house mosquito management.
• Standing water means mosquitoes. Any standing, stagnant water that remains for 7 to
10 days after a rain can, and usually will, produce mosquitoes. Residents are encouraged
to contact APM or township office to identify these breeding sites.
• Empty all water holding containers in your yard on a regular basis, at least once a
week. Tires, children's wading pools, rain barrels, buckets, birdbaths, and stored boats
are common examples of mosquito breeding sites around the yard.
+ Leaves and other debris should be removed from eaves troughs and down spouts.
+ Ditches and retention basins must be kept free of vegetation and debris to promote
rapid drainage.
• Pond edges should be kept clean of cattails and other aquatic vegetation. This is
where mosquito larvae develop and mature.
• To reduce the number of adult mosquitoes in your yard, keep your yard mowed as
short as is practical. Keep all ornamental shrubs and bushes trimmed and pruned to allow
airflow and light to penetrate. This is where adult mosquitoes hide during the day. Plan
outdoor activities during daylight.
• Good housekeeping is encouraged. screens on windows and doors should be well
maintained to prevent mosquitoes from entering homes and structures as mosquitoes seek
out cooler shaded areas for resting.
• Practicing personal protection measures against mosquito bites is also encouraged.
Wearing long sleeves and long pants is recommended. Avoiding outdoor activity during
peak mosquito activity times, at dusk, through the night. and at dawn. Using insect
repellants that are currently on the market is also encouraged. When using repellants,
always follow manufacturer instructions.
