The General Government Committee, having reviewed Miscellaneous Resolution
#04233 on September 13, 2004, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move
acceptance of the foregoing report.

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP
OF GROVELAND - FISCAL YEAR 2004 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #04120 approved the extension of the West Nile
Virus Fund for FY 2004; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, vilIages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Township of
Groveland has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2004 authorized amount of funding for the Township
of Groveland is $6,896.91 from the West Nile Virus Fund as repayment to
the Township of Groveland for expenses incurred in connection with
mosquito control projects
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Township of
Groveland as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2004
appropriation in the amount of $6,896.91 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Township of Groveland for
expenses incurred .1-1 connection with the mosquito control project, once
proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from Groveland
Township. After having reviewed their documentation. I find them in partial compliance
with Oakland County Board of Commissioners Miscellaneous Resolution 04120 (they are
currently missing expense invoices) and in compliance with the four major categories for
reimbursement. This letter will, therefore, certify that all expenses submitted for
reimbursement are for qualifying mosquito control projects. At this point in time, all
invoices for reimbursement must be submitted by the end of September. Should you have

PROJECT DESCRIPTIONS
West Nile Virus Educational Program (Project #1)
The West Nile Virus Educational Program is a collaborative effort between the
townships of Brandon, Groveland, Rose and Springfield designed to marshal our
financial resources and tailor prevention messages to our northwest county
residents rather than using more generic materials currently available. Each
community has designated a portion of its allocation to fund this project.
Springfield Township will act a project coordinator, receive and forward invoices
to the participating communities. The overall cost of this project is estimated to
be approximately $14,000. Groveland Township has agreed to designate up to
$2,500-$3,000 of the total allocation ($6,896.91) for this project.
The educational effort will consist of the following three components:
1. A brochure mailed to residents highlighting how WNV is spread,
eliminating mosquito habitat around the house, and ways to protect
themselves and their family from WNV. This mailer will go out in
the July/August time frame.
2. Community cable station messages in text and video form. The
text messages will be short punch messages to inform residents of
WNV and supplement the earlier brochure. The video message
from the County will cover similar subjects and be made available
to those communities that have this capability locally. It is
envisioned that these messages will be aired during the peak
months of August and September 2004 and be retained for use in
the coming years.
Joint news release to raise awareness of WNV and local efforts to
combat the spread of the disease. Like the cable messages, this
aspect of our educational program will coincide with the peak
period for WNV.
Each community will pay its proportional share for the printed materials, folding,
inserting and mailing. Cable announcement costs will also be spread across all
four communities.

Mosquito Habitat Eradication Program (Project #2)
In an effort to reduce resident exposure to the Culex mosquitoes, Groveland
Township has embarked on a tire eradication program. As part of a township
wide clean-up effort, the Township accepts discarded automobile and tractor
tires. The tires are collected from private property and along the roadside by
residents, dropped off at the Township dumpster clean-up site, and are
subsequently removed for recycling. The Township is charged $2.00 per tire.
The tire eradication program will be in effect during the Township's FY2004 -
through September 04. The estimated cost for this project is $4,000.
Due to the time for tire clean-up, we are requesting an extension for bill
submission past September 1, 2004.

AUTHORIZING WEST NILE VIRUS FUND
EXPENSE REIMBURSEMENT REQUEST
WHEREAS, upon recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established a West Nile Virus
Fund Program to assist cities, villages and townships in addressing
mosquito control activities; and
WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland
County cities, villages, and townships to apply for reimbursement of
eligible expenses incurred in connection with personal mosquito
protection measures/activity, mosquito habitat eradication, mosquito
larviciding or focused adult mosquito insecticide spraying in designated
community green areas; and
WHEREAS, the Township of Groveland, Oakland County, Michigan has incurred
expenses in connection with mosquito control activities believed to be
eligible for reimbursement under Oakland County's West Nile Virus
Fund Program.
NOW BE IT THEREFORE RESOLVED that this commission authorizes and directs
its Supervisor as agent for the Township of Groveland, in the manner
and to the extent provided under Oakland County Board of
Commissioner Miscellaneous Resolution 03060, to request
reimbursement of eligible mosquito control activity under Oakland
County's West Nile Virus Fund Program,

Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funding of $6,896.91 is available in the West Nile Virus
Fund for FY 2004 to reimburse the Township of Groveland for
this project; no additional appropriation is required.
2. The Committee recommends adoption of this resolution.
