Crawford, District #9 and Jeff Potter, District #8 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF NOVI - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #04120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Novi has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the City of Novi is $19,191.92 from the West Nile Virus Fund as repayment to the City of Novi for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Novi as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of $19,191.92 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Novi for expenses incurred in connection with the mosquito control project, once proper invoices are presented. Ten Mile Novi, MI 48375 (248) 347-0460 (248) 347-0577 Fax "Enhancing Novi's quality of life" PROJECT DESCRIPTION Attachment A Last summer, the City of Novi saw a dramatic reduction in mosquito infestation which was attributable, in part, to the dry weather conditions and to the pro-active West Nile Virus Program launched by Oakland County. The Public Works Drain Division has implemented the larvicide briquet application program which entails two applications (once in the early spring and again in August) as recommended by the County. These applications treat nearly 6,000 catch basins and 12 public ponds city-wide. Each application is effective for approximately 150 days. We are continuing to implement this program through public education, basin cleaning, and enhanced tracking of potential risk areas for mosquito breeding. We will also work closely with Oakland County officials to determine and map problem areas in our community. Attached is a copy of an invoice from Clarke Mosquito Control in the amount of $19,942.02, for 16 cases of Altosid Ingot Briquets. Also attached are a copy of the City's Purchase Order No. 90921, and a copy of the City's payment, check no.35073. ATTACHMENT B RESOLUTION Authorizing West Nile Virus Fund Expense Reimbursement Request City of Novi Oakland County, Michigan WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and • WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal Mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, the City of Novi, Oakland County, Michigan will be incurring expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. NOW, THEREFORE, BE IT RESOLVED that this City Council authorizes and directs its Director of Public Works, William A. McCusker, as agent for the City of Novi, in the manner and to the extent provided for under Oakland County Board of Commissioners Miscellaneous Resolution 03060, to request reimbursement for eligible mosquito control activity under Oakland County's West Nile Virus Fund Program.
