Patterson, Chairperson IN RE: MR #04235 — BOARD OF COMMISSIONERS — WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF NORTHVILLE — FISCAL YEAR 2004 ALLOCATION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: The General Government Committee, having reviewed Miscellaneous Resolution #04235 on September 13, 2004, reports with a recommendation that the resolution be adopted. Chairperson, on behalf of the General Government Committee, I move acceptance of the foregoing report. Crawford, District 49 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF NORTHVILLE - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board cf Commissioners via Miscellaneous Resolution 404120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per M:Lscellaneous Resolution 403060 in an effort to assist cties, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Northville has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the City of Northville is $1,191.09 from the West Nile Virus Fund as repayment to the City of Northville for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Northville as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of $1,191.09 from the West Nile Virus Fund (Account 490-210000-23030-9098) to repay the City of Northville for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in compliance with Oakland County Board of Commissioners Miscellaneous Resolution 04120 and in compliance with at least one of the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. Soave, Manager Oakland County Fiscal Services Division 1200 North Telegraph Road, Dept. 403 Pontiac, MI 48341-0403 Re: Oakland County West Nile Virus Fund Dear Mr. Soave: Please accept this letter as the City's official request for funding from the Oakland County West Nile Virus Fund for a portion of the City of Northville's mosquito control program. The City of Northville has informed the Michigan Department of Environmental Quality and placed methoprene larvicide in storm water catch basin inlets. We respectfully request reimbursement for the purchase of this larvicide. Attached, please find a project description, which explains Northville's program, a copy of an invoice which has been paid for larvicide, along with a copy of the City Council's , resolution authorizing participation in Oakland County's West Nile Virus Fund Program. Therefore, it has approved a two step program to address this matter in the Northville community. 1. Education: The City of Northville will take measures to educated residents as to what individuals can do to minimize their exposure to this virus. The Department of Public Works will devote significant space in its quarterly publication "Words from Works" for this specific purpose. In addition the City's web site and access cable television station will also address this issue. 2. Larvicide Treatment: The City has informed the Michigan Department of Environment that it is placing methoprene larvicide briquets in each storm water catch basin. This treatment will last for the duration of the summer and fall mosquito seasons. Placement has been done in compliance with the provisions of Part 31, Water Resources Protection, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (Act 451), R323.1097. Main Street • Northville, Michigan 48167-1540 Phone: (248) 349-1300 • FAX: (248) 349-9244 RESOLUTION A resolution authorizing an Oakland County West Nile Virus Fund Expense Reimbursement Request Whereas, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and Whereas, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and Whereas, the City of Northville, Oakland County Michigan has incurred expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. Now therefore be it Resolved, that the Northville City Council authorizes and directs its Public Works Director, James P. Gallogly as agent for the City of Northville, in the manner and to the extent provided under Oakland County Board of Commissioner Miscellaneous Resolution 03060, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. Funding of $1,191.09 is available in the West Nile Virus Fund for FY 2004 to reimburse the City of Northville for this project; no additional appropriation is required. 2.
