The General Government Committee, having reviewed Miscellaneous Resolution
#04257 on September 13, 2004, reports with a recommendation that the resolution be
adopted.
Chairperson, on behalf of the General Government Committee, I move

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF
BIRMINGHAM - FISCAL YEAR 2004 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #04120 approved the extension of the West Nile
Virus Fund for FY 2004; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of
Birmingham has submitted a resolution of authorization to the County
for reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2004 authorized amount of funding for the City of
Birmingham is $6,720,39 from the West Nile Virus Fund as repayment to
the City of Birmingham for expenses incurred in connection with
mosquito control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Birmingham
as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2004
appropriation in the amount of $6,720.39 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the City cf Birmingham for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

I am in receipt of a West Nile Virus fund reimbursement request from the City of
Birmingham dated July 22, 2004. After having reviewed their documentation, I
find them in compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 04120 and in compliance with at least one of the four
major categories for reimbursement. This letter will, therefore, certify that all
expenses submitted for reimbursement are for qualifying mosquito control

RE: West Nile Virus Fund Reimbursement Request
Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR)
03060, the City of Birmingham hereby requests reimbursement under Oakland County's
West Nile Virus Fund Program for expenses incurred in connection with an eligible
mosquito control activity by the City of Birmingham.
Attached in support of the request are the following:

The City of Birmingham understands that the review and processing of this
reimbursement request will be governed by the provisions of MR 03060, and certifies
that all expenses submitted for reimbursement were incurred in connection with a
qualifying mosquito control project.

PROJECT DESCRIPTION
Over the past several months the City of Birmingham has been focusing
its prevention efforts on identifying mosquito breeding sites and standing
water locations. The city is continuing initiating a catch basin cleaning
program. Cleaning citywide catch basins is the one step to reduce the
larva population. City staff from the Department of Public Services (DPS)
will administer a slow-release larvicide application to public catch basins.
The city will use water-soluble briquettes in the catch basins. This
application will destroy the mosquito larva and prevent adult mosquito
emergence.
To date, we have incurred $7,038.36 for a Larvae Collection Kit, 12 cases
of Aitosid Briquettes. To be used for the larvicide -9. pplications to public
catch basins. All receipts are attached hereto.

Upon recommendation of the Oakland County Executive, the Oakland County Board of
Commissioners has established a West Nile Virus Fund Program to assist cities, villages
and townships (CVT) in addressing mosquito control activities.
Oakland County's West Nile Virus Fund Program authorizes Oakland County CVT to
apply for reimbursement of eligible expenses incurred in connection with personal
mosquito protection measures/activity, mosquito habitat eradication, mosquito
larviciding or focused adult mosquito insecticide spraying in designated community
green areas.
The distribution for each CVT is based on a weighted formula of 75% for population
and 25% for total square miles. The amount designated for the City of Birmingham is
$6,720.39. Birmingham must apply for reimbursement and our project must meet the
eligibility requirements as determined by the Oakland County Health Division. This is
the second year for this reimbursement program.
We spend approximately $7,000.00 in Larvicide material to administer our mosquito
control program each season. The program includes treating the local catch basins
throughout the community. This activity is eligible for reimbursement under Oakland
County's West Nile Virus Fund Program.
SUGGESTED RESOLUTION: To approve the attached resolution requesting
reimbursement for the maximum allotment of $6,720.39 for eligible mosquito control
activity under the Oakland County's West Nile Virus Fund Program.

eligible mosquito control activity under Oakland County's West Nile Virus Fund Program.
