The General Government Committee, having reviewed Miscellaneous Resolution
#04258 on September 13, 2004, reports with a recommendation that the resolution be
adopted.

acceptance of the foregoing report.

MISCELLANEOUS RESOLUTION #04258

IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF
CLAWSON - FISCAL YEAR 2004 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution 404120 approved the extension of the West Nile
Virus Fund for FY 2004; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
403060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of Clawson
has submitted a resolution of authorization tc the Ccunty for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2004 authorized amount of funding for the City of
Clawson is $4,300.94 from the West Nile Virus Fund as repayment to the
City of Clawson for expenses incurred in connection with mosquito
control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Clawson as
eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2004
appropriation in the amount of $4,300.94 from the West Nile Virus Fund
(Account 490-210000-23030-9098) to repay the City of Clawson for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from the City of
Clawson dated August 26, 2004. After having reviewed their documentation, I
find them in compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 04120 and in compliance with at least one of the four
major categories for reimbursement. This letter will, therefore, certify that all
expenses submitted for reimbursement are for qualifying mosquito control

Dear Mr. Soave:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 03060,
the City of Clawson hereby requests reimbursement under Oakland County's West Nile Virus
Fund Program for expenses incurred in connection with an eligible mosquito control program
conducted by the City of Clawson.
Attached in support of this request are the following:
> Schedule of events for 2004 West Nile Education and Prevention Program.
> Requisition to purchase 8 cases of Altosid Briquettes at $ 586.53 per case.
A City Council Resolution approving purchase.
A City Council Resolution requesting reimbursement from West Nile Virus Fund.
A Invoice of purchase of Altosid Briquettes in the amount of $ 4,692.24
A Copy of canceled check from Clark Mosquito Products for $ 4,692.24
The City of Clawson understands that the review and process of this reimbursement
request will be governed by the provisions of MR 03060 and certifies that all expenses
submitted for reimbursement were incurred in connection with a qualifying mosquito
control project.

Red West Niles Virus
The City of Clawson has completed its 2004 mosquito larviciding program as planed. This program
consisted of the following activities:
> Identification and cleaning of all municipal owned catch basins.
> Purchase of 1,760 Altosid Ingot (150 Day) larvicide briquettes.
> Installation of larvicide briquettes in all municipal owned catch basins.
> Installation of larvicide briquettes in all catch basins located on commercial properties.
> Installation of larvicide briquettes in catch basins located on private/residential properties
as reported.
> Distribution of educational materials pertaining to West Niles Virus and prevention.
> Information available on City of Clawson Web Site and cable television channel.
> Community wide code enforcement intensified.
A West Nile Virus Fund has been established by the Oakland County Board of Commissioners
($50(i000). The City of Clawson has met the requirements established under the miscellaneous
resolution (MR) 03060. A formula established for the distribution of funds (Population 75%)
(Square miles 25%) qualifies the City of Clawson for a grant in the amount of $ 4,300.94. The total
cost incurred by the City of Clawson for the purchase of the 1,760 Altosid Ingot briquettes was
$ 4,692.24. A resolution requesting the entitled financial assistance from the Oakland County
Board of Commissioners, Department of Management and Budget, Fiscal Services Division is
required.

OAKLAND REQUESTING REIMBURSEMENT FOR THE PURCHASE
OF WEST NILE LARVICIDE
MOTION BY: Councilmember Schwab

RESOLVED, the Resolution to the County of Oakland requesting reimbursement in the
amount of $4,300.00 for implementation and completion of the West Nile Virus larvicide
program be aparove.d.
WHEREAS, the Mayor and City Council of the City of Clawson support the efforts of
Oakland County in its elimination of the West Nile Virus; and
WHEREAS, as of October 11, 2002, the Center of Disease Control reported 577 positive
cases of West Nile Virus in humans in the State of Michigan, with 51
associated deaths. Of these, Oakland County had 30 reported human deaths
— the highest in the State; and
WHEREAS, the concentrated outbreak of West Nile Virus cases in Oakland County merit
instituting proactive public health measures, such as personal protection along
with habitat eradication and larviciding to reduce the population of infected
mosquitoes in the environment; and
WHEREAS, the Mayor and City Council of the City of Clawson wish to continue its support
of such programs for the protection of its residents.
NOW, THEREFORE, BE IT RESOLVED, the Mayor and City Council of City of Clawson on
behalf of not only its residents but those of neighboring cities, respectfully request mutual
assistance from the established fund through its Board of Commissioners, Department of
Management and Budget. Fiscal Services Division as to help protect the health, safety and
welfare of the people of Oakland County and residents of the City of Clawson.

reviewed the above referenced resolution and finds:
1. Funding of $4,300.94 is available in the West Nile Virus
Fund for FY 2004 to reimburse the City of Clawson for this
project; no additional appropriation is required.
2. The Committee recommends adoption of this resolution.
