MISCELLANEOUS RESOLUTION #04261 BY: Helaine Zack, District #22 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF PLEASANT RIDGE - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution 404120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Pleasant Ridge has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the City of Pleasant Ridge is $893.33 from the West Nile Virus Fund as repayment to the City of Pleasant Ridge for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Pleasant Ridge as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of $893.33 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Pleasant Ridge for expenses incurred in connection with the mosquito control project, once proper invoices are presented. Pontiac, MI 48341-0470 Phone: (248) 858-0100 Fax: (248) 858-1572 On May 6, 2004, the Oakland County Board of Commissioners, by way of Miscellaneous Resolution #04120, adopted the West Nile Disbursement Policy for Fiscal Year 2004. The policy will distribute $500,000 to the cities, villages and townships (CVT) of Oakland County to combat the West Nile Virus. The distribution for each CVT is based on a weighted formula of 75% for population and 25% for total square miles. The amount designated for the City of Pleasant Ridge is $ 893.33. The project must meet the eligibility requirements as determined by the Oakland County Health Division. The deadline for submitting your application for reimbursement from the Oakland County West Nile Virus Fund is August 15, 2004. Project applications must include: cover letter, project description and governing body resolution (samples are attached). Invoices of actual costs are to be submitted once the work is completed. All applications and eligible reimbursement requests are to be submitted to: Timothy J. Sincerely, : Helaine Zack Commissioner, District #22 ISM Attachments MISCELLANEOUS RESOLUTION #04120 BY: Commissioner Chuck Moss, District #20 IN RE: BOARD OF COMMISSIONERS — WEST NILE VIRUS FUND DISBURSEMENT POLICY — FISCAL YEAR 2004 To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #03060 established and funded the West Nile Virus Fund to assist Oakland County communities with mosquito control measures; and WHEREAS in 2002 Oakland County had 20 reported human deaths associated with the West Nile Virus - the highest in the state; and WHEREAS in 2003 the Michigan Department of Community Health reported 3 cases of West Nile Virus and 2 human deaths in Oakland County; and WHEREAS in FY 2003 the Oakland County Board of Commissioners approved over $499,000 in reimbursements to local communities to combat the spread of West Nile Virus; and WHEREAS the Oakland County Board of Commissioners, the Oakland County Health Department and the various CVT's of Oakland County are desirous of continuing these successful educational and mosquito suppression efforts; and WHEREAS continuation funding, $500,000, is available in the Designated Fund Balance for Heath Emergency Response for transfer to the West Nile Virus Fund with the quarterly forecast. NOW THERFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves extension of the West Nile Virus Fund for FY 2004. The city has again, this year, performed catch basin cleaning. Cleaning citywide catch basins is one step to reduce the larva population. DPW staff has administered slow-release larvicide applications to public catch basins. This application will destroy the mosquito larva and prevent adult mosquito emergence. In addition, the DPW staff has drained and cleaned the Memorial Park pond to inhibit the mosquito larva and prevent adult mosquito emergence. All work is complete and back up documentation attached. Additional work billed to be completed week of 8-16-04, focused adult mosquito insecticide spraying in designated community green areas.
