MISCELLANEOUS RESOLUTION #04270 BY: Bill Bullard, Jr., District 42 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP OF SPRINGFIELD - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #04120 approved the extension of the West Nile Virus Fund for FY 2004; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Township of Springfield has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2004 authorized amount of funding for the Township of Springfield is $9,238.32 from the West Nile Virus Fund as repayment to the Township of Springfield for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Township of Springfield as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2004 appropriation in the amount of 9,238.32 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the Township of Springfield for expenses incurred in connection with the mosquito control project, once proper invoices are presented. Box 1038 Davisburg, Michigan 48350 Dear Mr. Walls: I am in receipt of a West Nile Virus fund reimbursement request from the Charter Township of Springfield dated June 24, 2004. After having reviewed the documentation, I find the township in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution 04120 (currently missing expense invoices) and in compliance with at least one of the four major categories for reimbursement. Oakland County will cover all qualifying expenses submitted for reimbursement such as the two applications of Vectolex, if the invoices are sent in by September 30, 2004. However, at this particular time, the county will not be accepting invoices sent in after that date. There is also a problem with the informational brochures sent out in the fall. This does not qualify for FY 2004 reimbursement since it is not a mosquito control project that will help eradicate mosquitoes or protect the citizens this year. Soave Manager, Oakland County Fiscal Services Division 1200 North Telegraph Road, Dept. 403 Pontiac, MI 48341-0403 Re: West Nile Virus Program Dear Mr. Soave: On May 6, the Oakland County Board of Commissioners adopted the West Nile Disbursement Policy for Fiscal Year 2004. Pursuant to that policy I am submitting for your review and approval Springfield Township's proposed Project Description and a certified copy of the Resolution adopted by the Springfield Township Board authorizing our participation in the program. Requests for reimbursement for expenses will be submitted as bills are received and paid. At the Health Division's kick-off presentation in March, communities were informed that all reimbursement requests must be submitted to Oakland County by September 30, 2004. Inasmuch as the informational brochure set forth in our Project Description will focus on fall cleanup and over-wintering precautions and is being targeted for a late summer - early fall distribution, Springfield and its partnering Townships would not anticipate receiving and paying all invoices until sometime in late October or perhaps early November. We therefore request that the Township be granted a 60-day extension of the deadline for submitting reimbursement requests. Thank you for administering this worthwhile program. Box 1038 • Davisburg, Michigan 48350 Charter Township of Springfield Clerk's Office (248) 846-6510 General Offices (248) 634-3111 Fax Number (248) 634-2316 WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, the Township of Springfield, Oakland County, Michigan plans to incur expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program; and WHEREAS, the Township of Springfield intends to implement a program of prevention and personal protection education and a larviciding program in appropriate areas. NOW, THEREFORE, BE IT RESOLVED: that this Board authorizes and directs its Supervisor, Collin W. Walls, as agent for the Township of Springfield, in the manner and to the extent provided under an Oakland County Board of Commissioner Resolution, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. EDUCATION COMPONENT Springfield Township is partnering with the neighboring townships of Brandon, Groveland and Rose to develop the third in a series of informational brochures containing key information about the virus and precautions that residents can take to prevent infection. (The first two brochures were developed in 2003 by the partnering townships and mailed to property owners.) This third brochure will be mailed to owners of improved properties in the townships. In addition, copies of the first two brochures continue to be reproduced and distributed to residents by various means. A news release announcing production of the third brochure and information about West Nile Virus will also be prepared and distributed to local papers. By continuing to partner with one another on this education program, the four Townships can do more with fewer dollars spent, while tailoring their education messages to residents who live in these more rural communities. 2. CONTROL COMPONENT Springfield Township will initiate two applications of Vectolex (a larvacide) to catch basins and retention basins throughout the Township. The necessary MDEQ permit has been obtained and the first application has been completed. 3. PROJECT COST Total Project Plan cost to Springfield Township is estimated to be a minimum of $5,500.00 FISCAL NOTE #04270) September 22, 2004 BY: FINANCE COMMITTEE, CHUCK MOSS, CHAIRPERSON IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP OF SPRINGFIELD - FISCAL YEAR 2004 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. Funding of $9,238.32 is available in the West Nile Virus Fund for FY 2004 to reimburse the Township of Springfield for this project; no additional appropriation is required. 2. The Committee recommends adoption of this resolution. FINANCE COMMITTEE C9"Z 7fr1-0_17 FINANCE COMMITTEE Motion carried unanimously on a roll call vote with Webster absent.
