Wilson, District #3 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF LAKE ORION - FISCAL YEAR 1999, 2000, 2001, 2002 AND 2003 ALLOCATIONS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the Village of Lake Orion has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS The Village of Lake Orion is requesting reimbursement for expenses directly related to replace the North Shore Bridge and provide stormwater catch basins; and WHEREAS the authorized amount of funding for the Village of Lake Orion is $11,453.23 annually from the Environmental Infrastructure Fund for FY 1999, 2000, 2001, 2002 and 2003 as repayment to the Village of Lake Orion for expenses incurred in connection with the environmental remediation or improvement project. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Village of Lake Orion as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 1999, FY FY 2000, FY 2001, FY 2002 and FY 2003 annual appropriations in the amount of $11,453.23 from the Environmental Infrastructure Fund (Account #90-263219-41000-3985) to repay the Village of Lake Orion for expenses incurred in connection with the North Shore Bridge Replacement/Stormwater catch basin project, once proper invoices are presented. JoAnn Van Tassel Village Manager c: Eric Wilson, County Commissioner, District 3 Environmental Infrastructure Fund Reimbursement Request Attachment A Project Description North Shore Bridge Replacement The land north and south of the North Shore Bridge along the eastern edge of Lake Orion was platted in 1890. The concrete bridge that spanned a canal that feeds into Lake Orion was crumbling and chunks of concrete had fallen into the canal. There was a growing concern that the bridge might fail and completely block the canal. There was also a concern about stormwater flowing directly into the canal and then into Lake Orion which is only 113 feet downstream from the bridge. By replacing the bridge, it was possible to include new stormwater catch basins in the project. These catch basins allow stormwater to be captured before it gets to the canal or Lake, to have sediment matter settle out, and for much cleaner water to eventually be released to the canal. By Council Member Cummins, Whereas, Upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs, and - Whereas, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for such funds to cover eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or water pollution control efforts as a part of a city, village or township road project, and Whereas, the Village of Lake Orion is incurring expenses in connection with an environmental remediation or improvement project believed to be eligible for funding under Oakland County's Environmental Infrastructure Fund Program. Now Therefore Be It Resolved that the Village Council of the Village of Lake Orion authorizes and directs its Village Manager as agent for the Village of Lake Orion, in the manner and to the extent provided for under Oakland County Board of Commissioners Miscellaneous Resolution 99093, to request funding of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program.
