Patterson, District #1 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF OXFORD - FISCAL YEAR 1999, 2000, 2001,,2002 AND 2003 ALLOCATIONS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the Charter Township of Oxford has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the Charter Township of Oxford is requesting reimbursement for expenses directly related to improving its municipal groundwater supply system; and WHEREAS the FY 1999, FY 2000, FY 2001, FY 2002 and FY 2003 authorized amount of funding for the Charter Township of Oxford is $40,178.73 annually from the Environmental infrAstriirtlirp Fund as repayment to the Charter Township of Oxford for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Charter Township of Oxford as eligible for reimbursement from the Environmental 1 Infrastructure Fund. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the FY 1999, FY 2000, FY 2001, FY 2002 and FY 2003 appropriations in the amount of $40,178.73 annually from the Environmental Infrastructure Fund (Account #90-263220-41000-3985) to repay the Charter Township of Oxford for expenses incurred in connection with improving its municipal groundwater supply system, once proper invoices are presented.1 Chairperson, I move the adoption of the foregoing resolution. Telegraph Road Pontiac, MI 48341 Dear Mr. Soave: Re: Environmental Infrastructure Fund Reimbursement Request Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the Charter Township of Oxford hereby requests reimbursement under Oakland County's Environmental Infrastructure Fund Program for expenses incurred in connection with an eligible environmental remediation or improvement project undertaken by our Township. Attached in support of this request are the following: 1. ATTACHMENT A: PROJECT DESCRIPTION 2. ATTACHMENT B: GOVERNING BODY RESOLUTION 3. ATTACHMENT C: EXPENSE INVOICES The Charter Township of Oxford understands that the review and processing of this reimbursement request will be governed by the provisions of MR 99093, and certifies that all expenses submitted for reimbursement were incurred in connection with a qualifying environmental remediation or improvement project. Very truly yours, William Dunn, Supervisor Charter Township of Oxford c: William Patterson, County Commissioner, District 1 Board of Trustees -' ATTACHMENT A: PROJECT DESCRIPTION In December of 2002, the Charter Township of Oxford Board of Trustees abandoned its attempt to achieve a DWSD water supply and began planning to improve its municipal groundwater supply system. This is necessary for the purpose of providing the township's water system users with a potable water supply that will meet federal water quality standards and to maintain pressures in the water system. The projects listed are in various stages of progress. ELEVATED WATER STORAGE TANK (NORTH OXFORD ROAD), Acquire property, perform site evaluation, design and construct a one million gallon (1MG) elevated water storage tank and all corresponding utilities, including water main, storm sewer, electrical service, etc. The water tank will provide reliability to the township's water system and will provide storage in the system to meet peak hour demands. The township plans to begin construction in Spring 2005. Approximate cost $1,500,000 WATER TREATMENT PLANT (OXFORD WOODS) Design and construct a water treatment facility on property already containing two well houses serving the Township's water system. The facility is needed to reduce the iron levels in the water supply and to bring the existing wells' arsenic levels into compliance with new federal drinking water standards that will take effect in January 2006. An estimated project schedule is attached. Approximate cost $1,500,000 GRANGER ROAD WELL FIELD Well field evaluation, aquifer analysis, drill and construct water supply wells and back- up wells at the Township property located at Granger and Seymour Lake Road. The new well field will provide capacity to the township's municipal water system and is necessary to maintain pressures within the system and to meet growing demands. Approximate cost $ 600,000 SECURITY ITEMS A vulnerability assessment of the township's municipal water supply system recommends installing fencing and lighting at existing and proposed water system facilities. The township will be implementing these security measures. Approximate cost $ 500,000 CHARTER TOWNSHIP OF OXFORD COUNTY OF OAKLAND STATE OF MICHIGAN RESOLUTION WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist 9akland County cities, villages and townships in addressing clean water and storm water needs, and WHEREAS Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS the Charter Township of Oxford, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project(s) believed to eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program; NOW THEREFORE BE IT RESOLVED that this Board of Trustees authorizes and directs itsSupervisor, William Dunn, as agent for the Charter Township of Oxford, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses Under Oakland County's Environmental Infrastructure Fund Program.
