IN RE: SHERIFF'S OFFICE - FY 2004 OFF-ROAD VEHICLE (cum SAFETY EDUCATION
PROGRAM REIMBURSEMENT GRANT APPLICATION/ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the State of Michigan, Department of Natural Resources (DNR),
has awarded the Sheriff's Office Marine Safety Unit $1,000 for an Off-Road
Vehicle Safety Education Program; and
WHEREAS no county match or additional positions are required; and
WHEREAS the acceptance of this grant does not obligate the County to any
future commitment; and
WHEREAS the continuation of the program is contingent upon future levels
of reimbursement program funding;
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves
the Department of Natural Resources 2003-2004 ORV Safety Education Program
Grant Application and Acceptance Agreement, and that the Board Chairperson, on
behalf of the County of Oakland, is authorized to execute said agreement as
attached.
Chairperson, on behalf of the Public Services Committee, I move the

Enclosed are two copies of a grant agreement for your 2003-04 oRy Safety Education
program. The grant period is from October 1, 2003 to September 30, 2004.
Please review the agreement, have both copies .signed for your agency or organization, and
send both documents as soon as you can to the address below. We will return one fully
executed agreement to you upon signature by the Department of Natural Resources (DNR).
An invitation to apply for grant funding for the 2004-05 fiscal year (beginning October 1, 2004)
will be sent out in early August, with a September 1 due date. If you have questions regarding
the program's content or implementation, please contact Lieutenant Creig Grey in the DtiR's -

2003-2004 ORV SAFETY EDUCATION PROGRAM
GRANT AGREEMENT
This Agreement is between the Michigan Department of Natural Resources for and on behalf of the State
of Michigan ("DEPARTMENT') and the OAKLAND COUNTY SHERIFF DEPARTMENT ("GRANTEE').
Part 811 Off-Road Vehicles, of the Michigan Natural Resources and Environmental Protection Act (1994 PA
451, as amended), authorizes the distribution of revenues to eligible grantees from the Off-Road Vehicle (ORV)
Safety Education Fund, for the purpose of supporting ORV safety education efforts.
1. The Agreement period is October 1, 2003 through September 30, 2004.
2. The GRANTEE has been approved by the DEPARTMENT to receive ORV Safety Education
program funding for Instruction of ORV Safety Education classes.
An estimate of 50 students will be instructed in ORV safety by the GRANTEE, for
potential grant payment of One Thrtricanri (ti.n00.nnt
3. The DEPARTMENT agrees as follows: •
To grant to the GRANTEE a sum of $20.00 per student instructed in ORV safety, following
curriculum approved by the DEPARTMENT, and upon approval of required documentation in
paragraph 5 of this Agreement, submitted by the GRANTEE.
4. The GRANTEE agrees as follows:
To accept $20 per student in grant funds and to charge each student no more than an additional
$25, for a maximum of $45 received per student. No cash contributions will be accepted by the
GRANTEE from any other sources for the purpose of ORV safety education.
5. This Agreement shall be administered on behalf of the DEPARTMENT through Law Enforcement
Division and Grants, Contracts and Customer Systems.

One payment per grant period will be made based on a fiat rate of $20.00 per student instructed
by the GRANTEE, subject to review and approval by the DEPARTMENT of the required
documentation submitted by the GRANTEE. Payments will be made based on the number of
students actually instructed. No advance payments will be made.

group or individual.
