HomeMy WebLinkAboutResolutions - 2005.04.14 - 27760MISCELLANEOUS RESOLUTION #05072 April 14, 2005 BY: Public Services Committee, Jeff Potter, Chairperson IN RE: SHERIFF'S OFFICE - CY 2005 MARINE SAFETY PROGRAM GRANT ACCEPTANCE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Sheriff's Office applied to the Michigan Department of Natural Resources for $936,938 in grant funding from Public Act 451 to conduct Marine Safety activities for the period January 1, 2005 through December 31, 2005; and WHEREAS the Michigan Department of Natural Resources awarded Oakland County with a grant in the amount of $235,000, which is a slight decrease compared to the CY 2004 award; and WHEREAS a 25 percent (23fl county match is required from funds available within the Sheriff's Department budget; and WHEREAS no additional positions are requested; and WHEREAS the acceptance of this grant does not obligate the County to any future commitment; and WHEREAS the continuation of the program is contingent upon future levels of reimbursement program funding. NOW THEREFORE BE IT RESOI,VED that the Oakland County Board of Commissioners approves the CY 2005 Marine Safety Grant award from the Michigan Department of Natural Resources in the amount of $235,000 and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. The grant allocation was based on the average of the most recent three years of actual expenditures, as reported by the county. Due to insufficient funding to meet all of the needs of the counties, a reduction of thirty-five percent was applied to each county's three-year average expenditures. A minimum grant allocation of $5,000 (unless the county requested less than this amount) and a maximum of $235,000 was applied. Grant allocation for equipment purchase was not possible at this time due to the lack of adequate funding. The grant amount shown on the agreement represents the 75% cost share for salaries and CSS&M (contractual services, supplies and materials). Enclosed are two original grant agreements. On page one, please provide the name and complete mailing address of the individual that will represent you for this program. This person should be the one with the day-to-day authority for the program and who will routinely interact with the Department. Please read the agreement carefully, sign both originals and return them to our office. We will return one fully-executed original to you. Part 801 Marine Safety, of the Michigan Natural Resources and Environmental Protection Act (1994 PA 451, as amended), authorizes the distribution of revenues to counties from the Marine Safety Fund, for the purpose of supporting county Marine Safety programs. 1. The Agreement period is January 1, 2005 through December 31, 2005. 2. The GRANTEE has been approved by the DEPARTMENT to receive Marine Safety program funding for the following scope of work: Marine Safety Law Enforcement and Related Activities Instruction of Boating Safety Courses Attendance to Authorized Marine Safety Training Contractual Services, Supplies and Materials (CSS&M) 3. The percentage of the total budget for the GRANTEE'S program devoted to CSS&M shall not exceed thirty percent (30%). 4. The DEPARTMENT agrees as follows: a. To grant to the GRANTEE a sum of money equal to seventy-five percent (75%) of the total eligible cost of completing the scope of work listed above, but not to exceed Two Hundred Thirty-Five Thousand dollars ($235,000.00) 5. This Agreement shall be administered on behalf of the DEPARTMENT through its Office of Grants, Contracts and Customer Systems. a. The GRANTEE may not assign or transfer any interest in this Agreement to any other agency, group or individual. 7. To receive reimbursement under this Agreement, the GRANTEE shall submit a completed State Aid Voucher (PR1929), along with required documentation of expenditures, to the DEPARTMENT by April 1, 2006. The Sheriff's Office General Fund budget includes the Marine Safety Program for which the County receives State reimbursement as support for a portion of the program. 2. For CY 2005, the Michigan Department of Natural Resources (MDNR) awarded the Sheriff's Office $235,000 for Marine Safety activities based on the average of the most recent three years of actual expenditures as reported by the County. 3. The 2005 budget currently reflects $200,000 in anticipated revenue from the State for the Marine Safety Program, and therefore, a budget amendment is recommended to recognize the additional $35,000 awarded by the State. 4. The grant period is January 1, 2005 through December 31, 2005. 5. Although the State requires a twenty-five percent (25%) County match, the Sheriff's Office expenditures for the program exceeds the twenty-five (25%) percent match, and therefore meets the County's required cost share for salaries and operating expense. 6. No additional positions are required. 7.
