HomeMy WebLinkAboutResolutions - 2005.08.18 - 27780MISCELLANEOUS RESOLUTION #05145 BY: Mike Rogers, District #14, Jim Nash, District #15 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF FARMINGTON HILLS - FISCAL YEAR 2005 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #05061 approved the extension of the West Nile Virus Fund for FY 2005; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Farmington Hills has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2005 authorized amount of funding for the City of Farmington Hills is $30,373.51 from the West Nile Virus Fund as repayment to the City of Farmington Hills for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Farmington Hills as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2005 appropriation in the amount of $30,373.51 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Farmington Hills for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution 05061 (they are currently missing expense invoices) and in compliance with at least one of the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. THOMAS P. BIASELL, DIRECTOR Ls City of Farmington Hills 2005 West Nile Virus Control Plan With the advent of warmer weather, the issue of West Nile Virus (WNV) has resurfaced. All information indicates that WNV will persist in our area and across the US for years to come. The City of Farmington Hills' 2005 WNV control program includes the following actions: • Staff surveillance of catch basins and other city-owned possible mosquito breeding areas will begin as the season progresses. When there is evidence of mosquito larvae, treatment of these areas will commence. • Educational materials will be made available to the community via hand-outs at various city- owned facilities. This information will stress biological control methods, similar to the City's actions, for mosquito breeding areas on their sites. The Oakland County Health Division is also distributing educational materials and is providing limited numbers of these materials at their satellite offices. A press release will be sent to local media and information will be posted on the City's web site and on cable TV. • A mailing campaign will encourage the treatment of catch basins on commercial and private property. In addition, staff will survey local retailers to determine if they are stocking mosquito-control products. The DPW will mail letters to each merchant in the City, encouraging them to carry products that can assist homeowners associations, businesses, apartment managers, and condominiums to help in the fight against the West Nile Virus. In addition, a press release will be issued by the Department of Public Services. • Staff will modify existing practices to accommodate the presence of WNV, such as providing long-sleeved T-shirts at River Day and reminding residents to wear repellants at various city- sponsored events. Staff will also be reminded and encouraged to follow these same precautions while on the job. • In the event of an epidemic of WNV this year, staff will monitor the progress of the disease in this area and present information to Council when appropriate. Ongoing education and analysis of information will be used to determine best methods for control of the adult population of WNV-carrying mosquitoes, should it become necessary. Oakland County will reimburse communities for implementation of approved actions, which include education and treatment with larvacides based on surveillance activities. Spraying for adult mosquitoes will only be reimbursed after surveillance activities demonstrate an unacceptable level of infected mosquitoes in an area. NOW THEREFORE BE IT RESOLVED, that this Council authorizes and directs its DPW Director, Dan Rooney, as agent for the City of Farmington Hills, in the manner and to the extent provided under Oakland County Board of Commissioner Miscellaneous Resolution MR 03060, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. Funding of $30,373.51 is available in the West Nile Virus Fund for FY 2005 to reimburse the City of Farmington Hills for this project; no additional appropriation is required. 2.
