HomeMy WebLinkAboutResolutions - 2005.08.18 - 27781MISCELLANEOUS RESOLUTION #05146 BY: Chuck Moss, District #20 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF BLOOMFIELD HILLS - FISCAL YEAR 2005 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #05061 approved the extension of the West Nile Virus Fund for FY 2005; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Bloomfield Hills has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2005 authorized amount of funding for the City of Bloomfield Hills is $1,932.30 from the West Nile Virus Fund as repayment to the City of Bloomfield Hills for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Bloomfield Hills as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2005 appropriation in the amount of $1,932.30 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Bloomfield Hills for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution 05061 (they are currently missing expense invoices) and in compliance with at least one of the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. Telegraph Road Pontiac, MI 48341-0432 Dear Mr. Miller: The City of Bloomfield Hills is currently working to implement a West Nile Abatement Program to reduce the potential of mosquito larvae to breed in the City and therefore reduce the risk of infection of West Nile Virus. The City has submitted a Resolution and action plan to be eligible for participation in the West Nile Virus Fund Expense Reimbursement Program. This letter serves as further notice that the City will be larviciding in the catch basins, at an approximate expense of $4,600. We look forward to participating again this year to help stop the spread of West Nile Virus in Oakland County. If you have any questions, please contact me at 248.644.1520. Sincerely, RECEIVED JUN 02 2005 The City of Bloomfield Hills RESOLUTION West Nile Virus Fund Expense Reimbursement Request WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/ activity; mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green areas; and WHEREAS, the City of Bloomfield Hills, Oakland County, Michigan has incurred expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. NOW THEREFORE BE IT RESOLVED that this Commission authorizes and directs its Interim City Manager, as agent for the City of Bloomfield Hills; in the manner and to the extent provided under Oakland County Board of Commissioner Miscellaneous Resolution 03060, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program. Funding of $1,932.30 is available in the West Nile Virus Fund for FY 2005 to reimburse the City of Bloomfield Hills for this project; no additional appropriation is required. 2.
