Kowall, District #6 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF WATERFORD - FISCAL YEAR 2005 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #05061 approved the extension of the West Nile Virus Fund for FY 2005; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Charter Township of Waterford has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2005 authorized amount of funding for the Charter Township of Waterford is $27,820.13 from the West Nile Virus Fund as repayment to the Charter Township of Waterford for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Charter Township of Waterford as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2005 appropriation in the amount of $27,820.13 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the Charter Township of Waterford for expenses incurred in connection with the mosquito control project, once proper invoices are presented. After having reviewed their documentation, I find them in partial compliance with Oakland County Board of Commissioners Miscellaneous Resolution 05061 (they are currently missing expense invoices) and in compliance with at least one of the four major categories for reimbursement. This letter will, therefore, certify that all expenses submitted for reimbursement are for qualifying mosquito control projects. Director of Engineering June 27, 2005 George Miller, Manager, Health Officer Oakland County Health Division 1200 North Telegraph Road Pontiac, MI 48341 Dear Mr. Miller: In accordance with Miscellaneous Resolution # 05091, enacted by the Oakland County Board of Commissioners, please find the resolution authorizing the reimbursement request adopted by Waterford Township's Board of Trustees. In 2003 and 2004, Waterford Township worked with a pest management professional, who larvicided areas which may be susceptible to the breeding of the Culex mosquito. We will be working with them again in 2005. We will also be using UPS equipment to capture information on detention and retention basins throughout the Township. It is the identification of these basins that will allow us to identify existing or potential breeding sites. Also, a focused adult mosquito insecticide spraying program within designated Township green areas will also be organized and implemented, if the need presents itself Sincerely, Stacy St. James Environmental Coordinator, Waterford Township Attachment West 14ile Virus Program June 20,2005 Page 5 RESOLUTION AUTHORIZING THE USE OF ADVANCED PEST MANAGEMENT TO ASSIST IN THE PREPARATION OF AN ENVIRONMENTAL MOSQUITO MANAGEMENT PROGRAM WHEREAS, the presence of West Nile Virus has been confirmed in the Township and surrounding communities within Oakland County; and WHEREAS, the Oakland County Board of Commissioners has enacted Miscellaneous Resolution # 05091 allocating funds to help combat West Nile Virus; and WHEREAS, the Township has been allocated $27,820.13 by the aforementioned Miscellaneous Resolution # 05091; and WHEREAS, the Township desires to implement a Environmental Mosquito Management Program to decrease the potential of residents contracting West Nile Virus; and WHEREAS, implementation of an Environmental Mosquito Management Program requires specialized knowledge and equipment not currently available within the Township; NOW, THEREFORE, BE IT RESOLVED that the Building and Engineering Department, under the direction of the Township Supervisor, is authorized to utilize the services of Advanced Pest Management, located in Fenton, Michigan, to assist in the preparation and implementation of an Environmental Mosquito Management Program, and BE IT FURTHER RESOLVED that all costs associated with the work performed by Advanced Pest Management will be submitted for reimbursement to the Oakland County Board of Commissioners in accordance with their Miscellaneous Resolution # 05091. Funding of $27,820.13 is available in the West Nile Virus Fund for FY 2005 to reimburse the Charter Township of Waterford for this project; no additional appropriation is required. 2.
