IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF
ROCHESTER - FISCAL YEAR 2005 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #05061 approved the extension of the West Nile
Virus Fund for FY 2005; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of
Rochester has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2005 authorized amount of funding for the City of
Rochester is $3,813.64 from the West Nile Virus Fund as repayment to
the City of Rochester for expenses incurred in connection with mosquito
control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Rochester
as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2005
appropriation in the amount of $3,813.64 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the City of Rochester for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from the City of
Rochester dated April 29, 2005. After having reviewed their documentation, I find
them in partial compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 05061 (currently missing expense invoices) and in
compliance with at least one of the four major categories for reimbursement. This
letter will, therefore, certify that all expenses submitted for reimbursement are for
qualifying mosquito control projects. Should you have any questions, please

Re: West Nile Virus Fund
Dear Mr. Soave:
The Rochester City Council, during its meeting of April 25, 2005,
adopted a Resolution to participate in the County West Nile Virus Fund
Program. Enclosed is a copy of the Certified Resolution and an outline of
the City's West Nile Virus Program.
Later this summer, we will submit the appropriate Resolution for
reimbursement, which will include copies of paid invoices for the larvicide
and work orders prepared by the Department of Public Works for the storm
sewer cleaning.

WEST NILE VIRUS FUND PROGRAM 2005
WHEREAS, the Oakland County Board of Commissioners has established a
West Nile Virus Fund Program to assist Oakland County communities in
addressing mosquito control activities; and
WHEREAS, the program helps facilitate activities intended to reduce
incidents of the West Nile Virus through defining and reducing
conditions that promote mosquito-breeding sites, applying larvacide
where applicable, and educating the public regarding breeding site
recognition and personal preventative measures;
NOW, THEREFORE, BE IT RESOLVED, that the Rochester City Council
authorizes and directs the City Manager to enroll in, and fulfill the
requirements of, the Oakland County West Nile Virus Fund Program. A
summary of Rochester's program is attached herewith.

If
Rochester West Nile Virus Program Outline
Rochester's response to the West Nile Virus will again
emphasize both preventative measures and public education. To
reduce favorable environments for the Cu/ex mosquito, city crews
will be cleaning 1,184 storm sewer catch basins with a sewer-jet
vactor truck. We have the mosquito larvacide, which we will apply
to all road and City property storm sewer catch basins during the
optimal breeding season (early June). We have the MDEQ
certification (R97-05/002) which authorizes us to apply the
larvacide. All that remains is to notify the District Supervisor of
the Water Division (Hae-Jin Yoon - yoonh@michigan.gov ) just
before treatments commence.
The emphasis on public education includes an article on the
City's website, as well as links to both the Oakland County and
State of Michigan West Nile Virus web sites.

this project; no additional appropriation is required.
