Gregory Jamian, Chairperson IN RE: HUMAN RESOURCES DEPARTMENT — FISCAL YEAR 2004 WAGE AND BENEFIT REOPENER AND FISCAL YEAR 2005 EXTENSION OF THE LABOR AGREEMENT FOR EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY EMPLOYEES UNION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the County of Oakland and the Oakland County Employees Union (OCEU), have been negotiating a Wage and Benefit Reopener and one year contract extension covering approximately 379 employees; and WHEREAS an agreement has been reached for the period of October 1, 2004, through September 30. 2005 and said agreement has been reduced to writing; and WHEREAS this agreement provides for a 2% increase for Fiscal Year 2004; and a 3% increase for Fiscal Year 2005: and WHEREAS the agreement has been reviewed by your Personnel Committee, which recommends approval of the agreement. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the proposed agreement between the County of Oakland and the Oakland County Employees Union. covering the period of October 1, 2004, through September 30, 2005, and that the Board Chairperson on behalf of the County of Oakland, is authorized to execute said agreement as attached. Chairperson, on behalf of the Personnel Committee, I move the adoption of the foregoing resolution. PERSONNEL COMMITTEE MEMORANDUM OF AGREEMENT This agreement is entered into on this day of ,2005, between the County of Oakland and the Oakland County Employees Union (OCEU). The parties have agreed on wages and benefits for Fiscal Year 2004 which includes a 2% increase for all employees covered by this bargaining unit effective September 20, 2003. Additionally, the employees in this bargaining unit agree to pay the health care contributions and prescription co-pays as described in Miscellaneous Resolution #03114. Additionally, the parties agree to extend the provisions of the fiscal year 2002 — 2004 collective bargaining agreement through September 30, 2005. The collective bargaining agreement shall only be modified as indicated below. The bi-weekly salary schedule will increase by 3% effective with the pay period beginning October 2, 2004. Department Heads. As a result of our recent discussions held at the bargaining table, ti: t: Department Heads of Facilities Management and Parks & Recreation have deternined that employees in this bargaining unit, who are assigned to an 8 'A hour shift, will t.e permitted to take a one hourlunch period. Such one hour lunch periods shall consist of one-half hour paid, and one-half hour unpaid. The employees impact: d by this change acknowledge that they will remain available by pager or phone during le lunch period and return to work if instructed by supervision. This change will be efili ctive with the full execution of the fiscal year 2005 collective bargaining agreement a :tension., after approved by the Board of Commissioners and signed by the union. The County of Oakland and the Oakland County Employees Union (OCEU), have negotiated a Wage and Benefit Reopener for FY 2004 and a one-year contract extension for the period of October 1, 2004 through September 30, 2005, involving approximately 379 employees. 2. For FY 2004, the agreement includes a 2.0% salary increase, effective September 23, 2003 and for FY 2005, a 3.0% increase in salaries, effective October 2, 2004. 3. The contract calls for employees in this bargaining unit to continue to pay the health care contributions and prescription co-pays per M.R. #03114. 4. The cost of the salary increase and resulting fringe benefit increase covering the period of the contract is $275,113 for FY 2004 and $420,923 for FY 2005. 5. Funding for FY 2004 increase was accrued to cover the retro payments and sufficient funding for FY 2C05 is included in the FY 2005 Budget.
