IN RE: SHERIFF'S OFFICE - CALENDAR YEAR 2005 AUTOMOBILE THEFT PREVENTION
AUTHORITY (ATPA) GRANT AMENDMENT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Automobile Theft Prevention Authority (ATFA) awarded the
Auto Theft Unit of the Sheriff's Office funding in the amount of $394,394 for
the period of January 1, 2005 through December 31, 2005; and
WHEREAS the Board of Commissioners adobted resolution 604049 accepting
the grant from ATPA; and
WHEREAS the Waterford and Pontiac Police Departments were included in
the grant awarded to Oakland County, while the Madison Heights and Hazel Park
Police Departments requested their own funding; and
WHEREAS the Madison Heights Police Department has withdrawn from the
ATPA Grant program; and
WHEREAS the Oakland County Sheriff proposes to replace the Madison
Heights Police Detective with an Oakland County Sheriff Sergeant; and
WHEREAS the ATPA has approved the Sheriff's proposal and awarded an
additional $67,595 to the Auto Theft Unit of the Sheriff's Office; and
WHEREAS a county match in the amount of 2.53 ($22,532) is required and
is available in the Auto Theft Prevention general ledger account (62203-
60055); ant
WHEREAS the acceptance of this grant does not obligate the County to
any future commitment; and
WHEREAS the continuation of the program is contingent upon future
levels of grant funding.
NOW THEREFORE BE It RESOLVED that the Oakland County Board of
Commissioners approves the amendment to the CY 2005 Automobile Theft
Prevention Authority Grant award in the amount of $90,127 ($484,521 total)
and that the Board Chairperson, on behalf of the County of Oakland, is
authorized to execute the grant amendment.
BE IT FURTHER RESOLVED that one (I) unmarked vehicle (with mobile &
prep) be added to the County fleet.
BE IT FURTHER RESOLVED that one (1) SR Sergeant position be created in
the Technical Services/Special Teams unit effective March 04, 2005.
BE IT FURTHER RESOLVED that the Sergeant position be created with a
sunset date of December 31, 2005, subject to continuation if grant funding is
available for this position.
BE IT FURTHER RESOLVED that the future leveD of service, including
personnel, is contingent upon continued grant funding for this program.

Pursuant to Misc. Resolution 401320, please be advised the captioned
grant materials have completed internal contract review. Below are the
comments returned by review departments. Please note the comments from
both the Department of Management and Budget and the Department of Human
Resources.
The amendment requires additional personnel and thus requires full Board
approval.
The captioned grant materials and grant amendment package (which should
include the Board of Commissioners' Liaison Committee Resolution, the
grant agreement/contract, Finance Committee Fiscal Note, and this email
containing grant review comments) may be requested to be placed on the
appropriate Board of Commissioners' committee(s) for grant acceptance by
Board resolution.
Department of Management and Budget:
I'm okay with approving the grant given the conditions below from Human
Resources) (sunset provision) as well as the Gosling amendment

Department of Human Resources:
Creating the Sergeant position to be filled for a partial year (3/4)
with a sunset of December 31, 2005, is not a problem from an HR
perspective. It is my understanding that the funding for all positions
is due to expire at the end of calendar year 2005. If funding for this
position or the other 4 positions is not available after Jan. 2006, we
would attempt to find placement for these employees in vacant positions
or pursue bumping options in accordance with collective bargaining

Personnel/Financial Modification
Your modification request dated December 10, 2004, to replace the Madison Heights Police
Detective with an Oakland County Sheriff Sergeant has been approved. However, the $25,600
additional funding for this position has been disapproved. In its history, the ATPA has never
approved additional funding after the grant hearings process. We understand that without the
additional funding your agency might have difficulty in implementing this proposal, and therefore
we are willing to allow this position to be vacated for more than one month without adjusting the
approved budget downward. This exception should permit you to place the sergeant in the Auto
Theft Team after February of 2005 without any shortage in funding.

Oakland County Auto Theft Unit
The Board of Directors of the Automobile Theft Prevention Authority (ATPA) met on November 4,
2004, and approved grants for the year 2005. While your grant has already been approved for
2005 as a result of two-year funding approved by the board last year, it is important that the
project director and financial officer attend an orientation meeting to review grant objectives and
financial requirements.
Your orientation meeting is scheduled for 9 a.m. on Tuesday, December 14, 2004, at MSP
Southeastern Criminal Investigation Division, 18050 Deering, Livonia, (734) 525-2560. At
this mandatory meeting, the overall management of your project will be discussed as well as the
advance of funds process. For your information, enclosed is the 2005 budget detail.

AUTHORITY (ATPA) GRANT AMENDMENT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the
above referenced resolution and finds:
1. The Automobile Theft Prevention Authority (ATPA) has approved the
Sheriff's proposal and awarded an additional $67,595 in funding to the
Auto Theft Unit of the Sheriff's Office.
2. A county match of $22,532 (25%) is required and available in the Auto
Theft Prevention general ledger account (#2203-60055).
3. This amendment would create one (1) SR Sergeant position in the
Technical Services/Special Teams Unit effective March 4, 2005.
4. The amendment adds one (1) unmarked vehicle (with mobile and prep
radio) to the county fleet at a cost of $23,077. Funding will come
from contingency.
5. A budget amendment in the Special Revenue Funds to reflect acceptance
of the grant amendment is recommended as follows:
