IN RE: FACILITIES MANAGEMENT - AUTHORIZATION TO PROCEED AND APPROPRIATION OF
FUNDS FOR 52-1 DISTRICT COURT RENOVATION PROJECT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the FY 2005 Capital Improvement Program includes funding in the
amount of $307,500 for the 52-1 District Court Renovation Project; and
WHEREAS the renovation project will alleviate overcrowding in the
clerical and probation areas of the 52-1 District Court and will provide
additional filing capacity; and
WHEREAS the project specifically includes nominal office renovations,
systems furniture, reconfiguration of office space, telephone and computer
connectivity, and installation of two high density file systems; and
WHEREAS the proposed renovations will be performed by County staff and
contractors obtained through the Purchasing Division; and
WHEREAS furniture and equipment will be obtained through the Purchasing
Division in accordance with Purchasing procedures; and
WHEREAS the estimated cost of the renovation project is $215,000
including contingency of $28,000; and
WHEREAS funding in the amount of $215,000 is available for transfer
from the FY 2005 Capital Improvement Program/Building Improvement Fund (#401)
to the Project Work Order Fund (#404) for the 52-1 District Court Renovation
Project.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners authorizes
approval of the 52-1 District Court Renovation Project in the amount of
$215,000.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes
transfer of funding in the amount of $215,000 from the Capital Improvement
Program/Building Fund (#401) to the Project Work Order Fund (#404) to
establish the 52-1 District Court Renovation Project (C-043).
BE IT FURTHER RESOLVED that the FY 2005 Budget is amended as follows:
Building Improvement Fund #401
3-14-310006-98404-8001 Operating Transfer Out ($215,000)
Project Work Order Fund #404
3-14-310007-98401-1701 Operating Transfer In 215,000

52-1 District Court Renovation Project

OVERVIEW:
Currently, clerical and probation areas in at 52-1 District Court in Novi are crowded.
Probation functions have been accommodated in other areas of the building, apart from
the central probation function. The Court has also reached maximum filing capacity.
This project will provide three additional offices in the central probation area, freeing up
jury deliberation and conference rooms to be used for their original purpose.
Workstations in the clerical area will be relocated and reduced in size to accommodate
eight new stations. High density file systems will be installed, increasing file capacity in
the clerical and short-term storage areas by more than 300%.
This item was identified as item #4 in the 2005 Capital Improvement Program at an
estimated.cost of $307,500.00.
SCOPE OF RENOVATIONS:
The project involves nominal office renovations, systems furniture (workstations)
reconfiguration, telephone and computer connectivity, and installation of two high
density file systems.
All work is to be performed by County staff and contractors obtained through the
Purchasing Division.

RECOMMEDATIONS:
It is recommended the project be approved in the estimated amount of $215,000.00
Attached for the Committees' recommendation is a P&B Report to the Finance
Committee recommending funding for the project be approved.
Also attached is a draft resolution for the Finance Committee regarding appropriating
funds for the project.

Chairperson, Ladies and Gentlemen:
The Planning and Building Committee, having reviewed the need for
renovations, furniture and file system improvements at the 52-1 Novi District Court, and
the Department of Facilities Management report dated June 7, 2005, recommends
approval of the renovations and improvements.
The Committee further recommends funding for the project cost of $215,000,
including contingency, be approved.
Additionally the Planning and Building Committee supports the attached
Finance Committee Resolution.
Chairperson, on behalf of the Planning and Building Committee, I submit the
foregoing report.
