Suarez, District #24 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF TROY - FISCAL YEAR 2005 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #05061 approved the extension of the West Nile Virus Fund for FY 2005; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the City of Troy has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2005 authorized amount of funding for the City of Troy is $30,057.91 from the West Nile Virus Fund as repayment to the City of Troy for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the City of Troy as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2005 appropriation in the amount of $30,057.91 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the City of Troy for expenses incurred in connection with the mosquito control project, once proper invoices are presented. A larvicide attacks the mosquito while they are still living under water. An adulticide attacks flying mosquitoes. The parks will be posted with a yellow sign at application of the pesticides. These signs will remain up for 24 hours past application. Parks: Wet areas, open drains and retention ponds in the parks will receive four applications of the larvicide Vectolex CG every thirty days starting in May. The parks will receive five applications of the adulticide Biomist 4 + 12 in open areas and Anvil 2 + 2 around streams, drains and other open bodies of water, every thirty days starting in May. On average it takes four years to complete the entire City. This year the vacuum trucks will be concentrating in sections 7, 8,9, 10, 11, and 12. Curb Storm Drains: The City treats 6000 sub-division curb storm drains with the larvicide Altoside XR Briquets (150 day briquets). While Culex mosquitoes can breed in wetlands, their numbers are greatly reduced by naturally occurring diseases and predators that exist in these wetlands. Often these natural controls only exist in an area because of the neighborhood wetlands. Some feel wetlands should be filled in and drained. While that might give limited short- term control, in the long run it could actually increase the number of Culex mosquitoes in the environment. Filling and draining would destroy some of the mosquito's habitat, but it also kills the diseases and predators that help control Culex mosquitoes. Culex mosquitoes are opportunistic breeders, preferring man-made habitats to the natural ones. Man-made habitats are the primary source of Culex mosquitoes. ANYTHING that holds water for ten or more days can act as a breeding site. A few examples of man-made habitats are: o House gutters • Bird baths / water fountains • Pet dishes o Flower pots that do not drain o Wheel barrels o Discarded tires o Unused swimming pools a Flat roofs that do not drain completely o Children's toys o Rain barrels o Abandoned cars or other equipment o Tree holes o Watering cans o Storm drains o Buckets and other empty containers o ANYTHING, absolutely anything that holds water for ten or more days! Man-made habitats are everywhere and create breeding sites that allow the disease carrying Culex mosquito to proliferate in our communities. Every Troy resident should check their property weekly and eliminate breeding sites. Report to the City any potential sites you are aware of. 714eg9 Iptded Reizetivez sam • Use enough repellent to cover exposed skin or clothing. Don't apply repellent to skin that is under clothing. Heavy application is not necessary to achieve protection. Based on recent studies: O A product containing 23.8% DEET provided an average of 5 hours of protection O A product containing 20% DEET provided almost 4 hours of protection o A product with 6.65% DEET provided almost 2 hours of protection O Products with 4.75% DEET and 2% soybean oil were both able to provide roughly 1 1/2 hour of protection • The American Academy of Pediatrics has recommended that a cautious approach is to use products with a low concentration of DEET, 10% or less, on children aged 2 — 12. When using repellent on a child: O Apply it to your own hands and then rub them on your child. O Avoid children's eyes and mouth and use it sparingly around their ears. O Do not apply repellent to children's hands. Children tend to put their hands in their mouths. o Do not allow young children to apply insect repellent to themselves. • Do not apply repellent to cuts, wounds, or irritated skin • After returning indoors, wash treated skin with soap and water. • Do not spray aerosol or pump products in enclosed areas. • Do not apply aerosol or pump products directly to your face. Spray your hands and then rub them carefully over the face, avoiding eyes and mouth. • Mosquitoes may bite through thin fabric. Empty water from mosquito breeding sites, such as flower pots, pet bowls, clogged rain gutters, swimming pool covers, discarded tires, buckets, barrels, cans and similar items in which mosquitoes can lay eggs. Minimize activities in areas where mosquitoes are present such as shaded areas. Wear long-sleeved shirts and long pants outdoors. Use insect repellent containing no more than 35% DEET (N, N-diethyl-m-toluamide). When using insecticide or insect repellent, follow manufacturer's directions for use. Avoid using repellent on children under 2 years of age. On children 2-6 years of age, repellants should be used sparingly and contain only 10% DEET. OCHD's Environmental Health Services will contact you if they need more information. Avoid barehanded contact when touching the dead bird. Use gloves or double plastic bags to pickup the bird. Place the dead bird in a double plastic bag. Dispose of the dead bird by placing it in a garbage receptacle for pickup.
