IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF
OAK PARK - FISCAL YEAR 2005 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #05061 approved the extension of the West Nile
Virus Fund for FY 2005; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the City of Oak Park
has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2005 authorized amount of funding for the City of
Oak Park is $10,046.83 from the West Nile Virus Fund as repayment to
the City of Oak Park for expenses incurred in connection with mosquito
control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the City of Oak Park as
eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2005
appropriation in the amount of $10,046.83 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the City of Oak Park for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.

I am in receipt of a West Nile Virus fund reimbursement request from City of Oak
Park, dated July 20, 2005. After having reviewed their documentation, I find them
in compliance with Oakland County Board of Commissioners Miscellaneous
Resolution 05061 and in compliance with at least one of the four major categories
for reimbursement. This letter will, therefore, certify that all expenses submitted
for reimbursement are for qualifying mosquito control projects. Should you have

Oak Park hereby requests reimbursement under Oakland County's West Nile Virus Fund Program for
expenses incurred in connection with an eligible mosquito control activity by our City.

The City understands that the review and processing of this reimbursement request will be governed by
the provisions of MR #05091, and certifies that all expenses submitted for reimbursement were incurred
in connection with a qualifying mosquito control project.

ATTACHMENT A
PROJECT DESCRIPTION
The City of Oak Park's Mosquito Control Program involves four major categories for the
reducing mosquitoes that may transmit West Nile Virus. These steps include Education,
Reduction, Treatment, and Surveillance, and are listed below in detail.
EDUCATION: The city has established an education program for our residents
that encompass the conveyance of our message across multiple media venues. This
educational message has been relayed to residents and business' via direct mailing of
literature, multiple programs on the city cable channel, and via the city web site.
Educational topics include personal protection, identification of potential breeding sites,
eradication of said breeding sites, and bird notification processes.
REDUCTION: The city has an ongoing effort to remove potential breeding sites
for both public and private propertir. Our Spring Clean-up Days provided and opportunity
for residents to remove other breeding sites by providing curbside pick up of items that
normally cannot be picked up with regular household rubbish, such as pools, steel drums,
tires and other potential breeding sites. Furthermore, the city Code Assistance Division
has been working with residents regarding swimming pools, filling in of low areas in
landscape areas, and the elimination of other potential breeding sites. On public property,
the Department of Public works has been filling in areas in parks that have standing
water, and has worked to eliminate any other breeding sites such as trash cans that hold
water, play equipment that could hold water, and cleaning of all drainage structures in
low lying areas that may slow down the drainage process.
TREATMENT: The Department of Public Works has treated all catch basins in the
right of way, public parking lots, and all drainage structures that are present in our green
spaces with Altosid XR 150 day briquettes. Additionally, the city will be utilizing a
Larvasonic device to treat small areas of standing water that may exist from adverse rain
events. Furthermore, the department will be utilizing the Larvasonic device on private
pools that are not being maintained, while these particular homeowners go through the
court ordered remediation process that the Code Enforcement Division is undertaking for
homeowners that are not responding to eradication efforts.

CM-07-275-05 AUTHORIZATION TO ENTER INTO THE WEST NILE VIRUS
FUND EXPENSE REIMBURSEMENT PROGRAM AVAILABLE
FROM OAKLAND COUNTY
Motion by Frohlich, seconded by Yousif, CARRIED UNANIMOUSLY: To adopt the following
resolution designating Kevin J. Yee as the agent for the City of Oak Park in regards to the Oakland
County West Nile Virus Reimbursement Program:
WHEREAS, Upon the recommendation of the Oakland County Executive, the Oakland County Board of
Commissioners has established a West Nile Virus Fund Program to assist Oakland County
cities, villages and townships in addressing mosquito control activities; and
WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities,
villages and townships to apply for reimbursement for eligible expenses incurred in
connection with personal mosquito protection measures/activity, mosquito habitat
eradication, mosquito larvaciding or focused adult mosquito insecticide spraying in
designated community green areas; and
WHEREAS, the City of Oak Park, Oakland County, Michigan has incurred expenses in connection with
mosquito control activities believed to be eligible for reimbursement under Oakland
County's West Nile Virus Fund Program.
NOW, THEREFORE, BE IT RESOLVED that this council authorizes and directs its
Director of DPW, as agent for the city of Oak Park, in the manner and to the extent
provided under Oakland County Board of Commissioner Miscellaneous Resolution, to
request reimbursement of eligible mosquito control activity under Oakland County's West
Nile Virus Fund Program.
