HomeMy WebLinkAboutResolutions - 2005.09.01 - 28003MISCELLANEOUS RESOLUTION #05175 BY: Helaine Zack, District #22 IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF ROYAL OAK - FISCAL YEAR 2005 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners via Miscellaneous Resolution #05061 approved the extension of the West Nile Virus Fund for FY 2005; and WHEREAS the Oakland County Board of Commissioners established a West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution #03060 in an effort to assist cities, villages and townships (CVTs) with mosquito control measures to prevent the spread of West Nile Virus and to help protect the health, safety and welfare of the people of Oakland County; and WHEREAS pursuant to the Disbursement Policy, the Charter Township of Royal Oak has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible mosquito control project; and WHEREAS the FY 2005 authorized amount of funding for the Charter Township of Royal Oak is $1,803.87 from the West Nile Virus Fund as repayment to the Charter Township of Royal Oak for expenses incurred in connection with mosquito control projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the project submitted by the Charter Township of Royal Oak as eligible for reimbursement from the West Nile Virus Fund. BE IT FURTHER RESOLVED that the Board authorizes the FY 2005 appropriation in the amount of $1,803.87 from the West Nile Virus Fund (Account #90-210000-23030-9098) to repay the Charter Township of Royal Oak for expenses incurred in connection with the mosquito control project, once proper invoices are presented. Miles, Jr. Francine Thurman ATTACHMENT A: PROJECT DESCRIPTION The Charter Township of Royal oak will strive to inform all our citizens of the importance of the preventive measurers that must be taken to prevent the West Nile Virus, which include literature, taken to the Royal Oak Towers and Public Housing Office. Attend senior meetings at the Pearl Wright Center. Educational materials left at the Recreation Center and the Pearl Wright Center. Code Enforcement Officer contacted Mrs. Silvia Henton and Ms. Ronda Zimmerman regarding scrap tires, in our township. Reporting dead birds to the Health Department is also important. Public Housing also received educational literature for WNV. Our municipality has made the first application on the BTI briquettes the last week of April to the catch basins, to destroy the mosquito larva and prevent adult mosquito emergence. We will again make the second application the last week in July to again destroy and prevent adult mosquito. To date we have incurred $623.83 in expenses at Lowe's for seven cases of BIT briquettes to be used for larvicide's application to the public catch basins. All receipts are attached hereto. (/ „ae,41 macnmervi CHARTER TOWNSHIP OF ROYAL OAK'S BOARD OF TRUSTEES RESOLUTION AUTHORIZING WEST NILE VIRUS FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and WHEREAS, Oakland County's West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larviciding or focused adult mosquito insecticide spraying in designated community green area; and WHEREAS, the Charter Township of Royal Oak, Oakland County, Michigan has incurred expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County's West Nile Virus Fund Program. NOW THEREFORE BE IT RESOLVED that this Board of Trustees authorizes and directs its Code Enforcement, as agent for the Charter Township of Royal Oak, in the manner and to the extent provided under Oakland County board of Commissioner Miscellaneous Resolution 030060, to request reimbursement of eligible mosquito control activity under Oakland County's West Nile Virus Fund Program.
