IN RE: WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF
OXFORD - FISCAL YEAR 2005 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners via
Miscellaneous Resolution #05061 approved the extension of the West Nile
Virus Fund for FY 2005; and
WHEREAS the Oakland County Board of Commissioners established a
West Nile Virus Fund Disbursement Policy per Miscellaneous Resolution
#03060 in an effort to assist cities, villages and townships (CVTs)
with mosquito control measures to prevent the spread of West Nile Virus
and to help protect the health, safety and welfare of the people of
Oakland County; and
WHEREAS pursuant to the Disbursement Policy, the Village of
Oxford has submitted a resolution of authorization to the County for
reimbursement of expenses incurred in connection with an eligible
mosquito control project; and
WHEREAS the FY 2005 authorized amount of funding for the Village
of Oxford is $1,315.28 from the West Nile Virus Fund as repayment to
the Village of Oxford for expenses incurred in connection with mosquito
control projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the project submitted by the Village of Oxford
as eligible for reimbursement from the West Nile Virus Fund.
BE IT FURTHER RESOLVED that the Board authorizes the FY 2005
appropriation in the amount of $1,315.28 from the West Nile Virus Fund
(Account #90-210000-23030-9098) to repay the Village of Oxford for
expenses incurred in connection with the mosquito control project, once
proper invoices are presented.

Dear Mr. Soave:
I am in receipt of a West Nile Virus fund reimbursement request from the Village
of Oxford dated July 14, 2005. After having reviewed their documentation, I find
them in compliance with Oakland County Board of Commissioners
Miscellaneous Resolution 05061 and in compliance with at least one of the four
major categories for reimbursement. This letter will, therefore, certify that all
expenses submitted for reimbursement are for qualifying mosquito control

RE: 2005 West Niles Plan for the Village of Oxford
Dear Mr. Soave,
Pursuant to Oakland County Board of Commissioner Miscellaneous
Resolution (MR) 05061, the Village of Oxford hereby is submitting a
West Niles Plan and a Village of Oxford Council Resolution.
Attached in support of the West Niles Program are the following:

2. Attachment B: Village Council Resolution
3. Attachment C: Costs for Larvicide's/Expense Invoices
The Village of Oxford understands that the review and processing of
this request will be governed by the provisions of MR 05061, and
certifies that all expenses submitted for reimbursement were
incurred for a mosquito control project.

Attachment A: Project Description/Public Awareness
The Village of Oxford is focusing its West Niles Prevention program
on public education and prevention of mosquito breeding. Public
education will include placing information regarding actions each
property owner could take to reduce mosquito breeding sites. This
information will be in the local newspaper, The Oxford Leader, and
will also be published in the Village of Oxford's quarterly newsletter,
The Village Voice, which is distributed to all postal patrons. The
Village Voice publication will be sent out in July.
In addition to the publications, the Village of Oxford has West Nile
Virus information on their web site (vvvvvv.villageofoxford.org .).
The Village of Oxford DPW will place 150 day slow release larvacide
briquettes in all Villages storm water catch basins. The briquettes are
Altosid Ingot Briquettes and they were purchased from Clarke
Mosquito Control.

The Village of Oxford cost for 150 day larvacide briquettes is
$1205.60.

Whereas, upon the recommendation of the Oakland County Executive, the Oakland
county Board of Commissioners has established a West Nile Virus Fund Program to
assist Oakland County cities, villages and townships in addressing mosquito control
activities; and
Whereas, Oakland County's West Nile Virus Fund Program authorizes Oakland County
cities, villages and townships to apply for reimbursement of eligible expenses incurred in
connection with personal mosquito protection measures/activities, mosquito habitat
eradication, mosquito larviciding or focused adult mosquito insecticide spraying in
designated community green areas; and
Whereas, the Village of Oxford, Oakland County, Michigan has incurred expenses in
connection with mosquito control activities believed eligible for reimbursement under the
Oakland County's West Nile Virus Fund Program.
Now Therefore Be It Resolved that this Council authorizes and directs its Manager, as
agent for the Village of Oxford, in manner and to the extent provided under Oakland
county Board of Commissioner Miscellaneous Resolution 05061, to request
reimbursement of eligible mosquito control activities under Oakland County's West Nile
Virus Fund Program.

reviewed the above referenced resolution and finds:
1. Funding of $1,315.28 is available in the West Nile Virus
Fund for FY 2005 to reimburse the Village of Oxford for
this project; no additional appropriation is required.
2. The Committee recommends adoption of this resolution.
